We cannot allow a county government to run its issues as if it is not in Kenya. We cannot allow a county government with a County Assembly that has no speaker. We cannot allow a county government to run its affairs with no executive officers and the Constitution calls for that.

We need to come up as a House and seriously look at this issue because this will encourage other county governments to behave the same. All of us have an interest in Nairobi City County and we see a lot of recklessness in the running of this County. Therefore, I also urge the Committee to urgently look into this matter and report to the House. We need the assistance of this House as whole to deal with this matter.

Mr. Speaker, Sir, is the Senate Majority Deputy Whip in order to try to give us an answer to a Statement that has just been laid in this House without making an attempt to investigate this important Statement in the Committee where he sits? This Statement has been in his Committee twice and they have never brought an explanation to this House, yet he is now attempting to give us an answer.

In the Statement the Committee should- (1) Explain the extent to which agriculture has been devolved, especially in the livestock sector for both beef and dairy farmers. (2) Explain where the counties have been equipped with the requisite resources, including skilled labour to handle livestock diseases, vaccination and storage of vaccines. (3) State whether dairy boards have been established in livestock- producing counties to handle dairy production. (4) Explain the measures put in place to ensure that counties market their dairy products within and outside the country and whether there exists a national policy on dairy farming. I thank you, ...
