  • 21 Mar 2019 in Senate: Thank you, Madam Temporary Speaker, for giving me a chance to add my voice to Sen. Faki’s Statement. It is an important Statement concerning our counties. Kajiado is also mentioned alongside Mombasa. We appreciate the SGR project. It is a very important Government project but it should also take in account many other needs of the counties that are along its corridors. The SGR train should also operate for many hours within our counties. It should also open business to the locals such that those who are selling water along the Mombasa Road are be allowed to do so in ... view
  • 19 Mar 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to add my voice on this important Statement. From the outset, I want to congratulate the Senator from Vihiga County, for having thought of this very important issue of birth certificates. I would also wish that he gets a response on the reason why the Ministry of Interior and Coordination of National Government has neglected the Department of Registration of Births and Deaths. Little attention is paid to this department by the Ministry of Interior and Coordination of National Government. They have paid a lot of attention on matters ... view
  • 14 Mar 2019 in Senate: Mr. Speaker, Sir, thank you for giving me a chance to add my voice to this Petition from Kitui. I request that in your ruling on this Petition, you encourage the committees to handle petitions within the timeframe in our Standing Orders. I also have two petitions that have been in the Committee on Labour and Social Welfare for some time. I was informed that they concluded one, yet they have not presented a report to me, and the petitioners are still waiting. I know that there are many other cases in this House which are suffering the same fate. ... view
  • 13 Mar 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me a chance to add my voice on this important Motion. From the outset, I want to congratulate Sen. Cherargei for having thought of this important aspect of health in our counties. I want to agree with him that there is need for the Committee on Health to investigate, first, the quality of drugs that are going to our county health facilities. There is also need to look at the quantities supplied versus standards and prices. Mr. Speaker, Sir, as I speak, there is information going round in the social media about substandard ... view
  • 28 Feb 2019 in Senate: Thank you, Madam Temporary Speaker, for giving me a chance to add my voice on Sen. Pareno’s Statement. I want to condemn in the highest and strongest terms possible the act of evicting people, destroying their properties and failing to give them notice on time. People should be treated in a humane manner when they are evicted in whatever part of Kenya, whether it is in Kajiado, Nairobi, Bomet or any other county. They should also be given notice. Madam Temporary Speaker, people should not be allowed to build or invest on road reserves, pubic land or water catchment areas ... view
  • 28 Feb 2019 in Senate: Madam Temporary Speaker, I am not particularly concerned with Nairobi County or this particular case of Embakasi which we are really condemning. All over the country, people should not be allowed to settle on somebody else’s property, a road reserve or water catchment area so that they are not evicted later on. It is time to put a law in place to allow people to move and resettle elsewhere in case of eviction. It was wrong to evict the people of Embakasi in Nairobi County. The first thing we need to do is to resettle the children in schools so ... view
  • 21 Feb 2019 in Senate: Thank you, Madam Temporary Speaker, for also giving me a chance to speak and air my voice on this very important Motion on the Report of the ad hoc Committee on the maize crisis in Kenya. From the onset, I want to congratulate the Committee, which I was also a Member, for the work they did. I want also to thank the Office of the Speaker and the Secretariat because of the support we received during this particular time when we were investigating the maize crisis. This was the first time I felt very sad as one of the children ... view
  • 21 Feb 2019 in Senate: The gazette notice promoted the flooding that we are experiencing up to today in our NCPB stores. The same gazette notice also overstretched the allocated budget, and that is why we are not able to pay the farmers because a lot of maize was imported into the country. The same open ended gazette notice promoted importation of a lot of maize that was not of good quality, as we were told by Kenya Bureau of Standards (KEBS). It also promoted long queues that caused a lot of problems during delivery of maize to the NCPB stores. When you create such ... view
  • 21 Feb 2019 in Senate: The same open ended gazette notice that caused all these problems also promoted lack of transparency in the payment, because it was not easy to identify the person who delivered the maize. The open ended gazette notice caused lack of transparency in the identification of farmers. When we met with some farmers in Bungoma County and others in Kitale, Trans Nzoia County, they told us that they have been farmers in those counties for more than 30 or 50 years, and no single person in Kitale does not know them. However, they were shocked that the agricultural officers who have ... view
  • 21 Feb 2019 in Senate: We also realised that in as much as we have a new Constitution in place which devolved agriculture, not much agricultural services have been devolved to date. The NCPB stores are not yet devolved and they are being managed by the national Government. Some of these stores – like the ones in Machakos, Loitoktok and Kajiado town in Kajiado County – are not known by farmers. We have NCPB stores that are possibly owned by private people because farmers are not using them, and they do not even know the people who manage them. Checking of standards of cleanliness in ... view
