Madam Deputy Speaker, first, I take this opportunity to thank the CMD Chairperson for bringing this Petition. You know very well that the Ministry of Foreign Affairs is denying many organizations and institutions a chance to help many people to practice their democratic space in this country during and before elections. To channel money to Ministries from different organizations is to automatically deny institutions and individuals a chance to get it for empowerment and also for fighting for democratic space. Last week and the other week, the Ministry of Public Service, Youth and Gender picked women aspirants selectively for capacity ...

Thank you, Mr. Speaker, Sir. This Statement has come at the right time. The issue of ECD teachers is a concern in the education sector. We cannot have some employed teachers earning Kshs5,000, others earning Kshs10,000 and others earning more than Kshs20,000. We need a proper framework where all teachers are paid according to their grades and educational level.

Mr. Speaker, Sir, I think that it is high time that counties came up with terms of reference and a scheme of service for these teachers. The scheme of service should indicate how much they are supposed to be paid according to the grades. Also, there is the issue of pension. They also need to be considered in terms of pension when they retire. They need to be paid pension just like any other civil servant. Many of the ECDE teachers have no administration offices to work from. Some even do not have sanitary facilities and most of them do ...

Thank you, Madam Deputy Speaker, for giving me a chance to also add my voice on this important Bill. Public private partnership is the hope for the country to have important facilities. This morning we were handling a Statement concerning a funeral home through a partnership between Kiambu County and Kenyatta University (KU) which has been serving the community very well in terms of providing mortuary services and other services offered in that health facility in Kiambu. Many a times, when counties want to do big projects like health facilities, roads and other infrastructure such as stadiums, they may not ...
