I will support it, but with some amendments because it is not promoting the spirit of devolution. Mr. Speaker, Sir, Green Park Estate, a residential development by Superiors Homes, sits near the banks of River Athi in Machakos County. It is not only in Isiolo County where we have security issues, but all over the country. Cattle rustling is rampant along our boundaries. In Kajiado County, for example, we have people stealing livestock and driving them to the neighbouring country. We have illegal businesses taking place along our boundaries.
