Mr. Speaker, Sir, thank you for giving me a chance to read this Petition on behalf of the citizens of the Republic of Kenya and residents of Kaputei North Ward in Kajiado County. “We the citizens of the Republic of Kenya and residents of Kaputiei North Ward, Kajiado County draw the attention of the Senate to the following: (1) That we are aggrieved that a majority of the flower farms, institutions and other companies operating in Kaputiei North Ward in Kajiado County do not employ locals, thus denying the community opportunities for economic and social advancement. (2) That the majority ...

Thank you, Madam Temporary Speaker, for giving me a chance to add my voice to this very important Bill. I support and congratulate my sister, Sen. Farhiya, for coming up with this very important Bill. It is constitutional in that it aligns the frameworks and systems that it is creating to the county function on statistics. Therefore, this is a very timely Bill, especially now when we are thinking of promoting devolution and developing our county governments. Statistics or data informs development. When we talk of planning, in terms of integrated urban and cities plans and all other development plans ...

Thank you, Madam Temporary Speaker, for giving me a chance to contribute to this Bill. From the outset, I want to say that this is an important Bill and is long overdue. I will support it, but with some amendments because it is not promoting the spirit of devolution. We need to analyse it critically because our role is to oversight county governments and take care of their interests. The passage of this Bill might slow down the development of infrastructure in our counties. Therefore, I urge this House to align this Bill to the functions of county governments. We ...

Thank you, Mr. Temporary Speaker, Sir, for giving me a chance to also contribute to this important Motion. From the onset, I congratulate my two sisters, Sen. Chebeni and Sen. Kasanga for having thought about this group of people who are rarely recognized and thought about by many people in the country. Mr. Temporary Speaker, Sir, mental cases in our country and most of our communities are always referred to as social misfits or people who have been bewitched or cursed by their ancestors. Therefore, guardians, parents or families of people with mental illness suffer stigma which is a difficult ...

Thank you, Madam Temporary Speaker, for giving me a chance to add my voice on this important Statement. I congratulate the Chairperson of the Committee on Labour and Social Welfare for having thought about this SGR issue. These are arguments that our Government should look into in terms of the percentage of the local content in these agreements. We are not against foreign investors but against an investor in the country getting all the raw material he wants and even the required labour from his own country. It is not all about the SGR. Yesterday, the Senator for Turkana County ...

Madam Temporary Speaker, thank you for giving me a chance to contribute to this very important amendment Bill. From the outset, I want to congratulate Sen. Olekina for thinking about the people who have given service to us, as a country. When talking about people who have served this country, either as Presidents or state officers, we should think about individuals. We should think about the fact that, at one time, you might be the one being talked about. When discussing the retirement benefits for the former President, Vice Presidents and State officers, we should think about the people who ...

Thank you, Mr. Speaker, Sir. I also add my voice on this important Petition. Allowing counterfeit products into our markets is an economic crime which is committed against the businessmen and citizens of this country. Besides, the pretense of fighting counterfeit products at the expense of our young people and small stakeholders is an economic crime. Our young people should not be fought in the pretense of fighting counterfeit goods entering into the country. We need to be serious on big traders who import counterfeit goods everyday into this country. I therefore urge the “Super Senator” of Nairobi City County ...

I rise pursuant to Standing Order 46(2)(a) to issue a Statement on the frequent fire disasters in Gikomba Market and other parts of Nairobi City County. Mr. Speaker, Sir, I take this opportunity to condole with the families that lost their loved ones in the most recent Gikomba fire. I also wish a quick recovery to those that are recuperating, both in hospitals and at home. I stand in solidarity with each and every person who was affected in any way, including those who lost their ...

Mr. Speaker, Sir, pursuant to Standing Order 46(2)(a), I rise to make a Statement on an issue of general concern, regarding the notice to demolish houses allegedly built on riparian areas in Green Park Estate, Machakos County. Mr. Speaker, Sir, Green Park Estate, a residential development by Superiors Homes, sits near the banks of River Athi in Machakos County. As you may recall, during the most recent rainy season, River Athi broke its banks and, as a result, houses in the neighbouring Green Park Estate were marooned by water. Following this calamity, houses and property of residents were damaged, leaving ...

Thank you, Mr. Speaker, Sir, for giving me a chance to also support this Statement by my sister from Isiolo County. It is not only in Isiolo County where we have security issues, but all over the country. Cattle rustling is rampant along our boundaries. In Kajiado County, for example, we have people stealing livestock and driving them to the neighbouring country. We have illegal businesses taking place along our boundaries. Security issues, especially along our boundaries, should be looked into seriously. It is true that the security apparatus response is very poor and needs to be looked into by ...
