  • 19 May 2020 in Senate: (3) State measures put in place by the county to deal with the current waste management problem facing the county in the absence of a designated dumpsite and state measures put in place by the national Government to assist counties that are struggling with waste management. Mr. Speaker, Sir, allow me to say one thing about waste management with COVID-19 issues. In Italy, there was a research that was conducted which shows that COVID-19 virus is in the air right now. There are lot of material used to make face masks and gloves to prevent the spread of this pandemic. ... view
  • 5 May 2020 in Senate: Thank you, Mr. Speaker, Sir. I also wish to support this Petition and say that it is high time that issues of social audit are taken very seriously. This is a sign that we need the Auditor-General as early as yesterday. Mr. Speaker, Sir, what is happening in Narok County is actually applicable in all counties. I hope that when this Committee takes up this particular Petition and starts their work, they will also look into many other counties. For example, in my county, Bomet County, there is a 12-kilometre road for which a tender was awarded and paid, but ... view
  • 5 May 2020 in Senate: Mr. Speaker, Sir, it is not in order for the Senate Minority Leader to squarely blame the Jubilee Party. Most of the Members of the Opposition have been blaming the Jubilee Party. Let us approach issues as a Senate. Mr. Speaker, Sir, I want to speak to the Statement that was sought by Sen. Outa. There is a lot to be done when it comes to issues of disaster management in our country. This is because many times our people suffer a lot when disasters occur. I empathise with the people who are cooking by the side of the lake ... view
  • 5 May 2020 in Senate: Most of the attention has been on the COVID-19. I am sure that many people in areas experiencing floods will die due to cold. I saw some expectant women, children and older persons. Those people will be affected either by stress,or other diseases. The disaster management team should take up this challenge seriously so that it is solved, once and for all. view

  • 21 Apr 2020 in Senate: landslides is not a new thing in the country, particularly in the area where it happened in a few days ago. There was an early warning that there would be heavy rains which would be followed by floods in those counties. However, those counties do not have disaster management plans. I support the idea that each county government sets up a strong disaster management team. As things stand now, we will give food to the families of 24 people who lost their lives in the disaster. Many of the people there suffered physically and psychologically. Many of the survivors are ... view
  • 17 Mar 2020 in Senate: Thank you, Madam Temporary Speaker, for giving me a chance to speak to this Motion. I support this Motion with amendments because of the fact that this is a critical period in our country and as the leadership, we cannot afford to go and bury our heads in the sand. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 17 Mar 2020 in Senate: Madam Temporary Speaker, COVID-19 is sweeping across the whole world and has already killed over 7,000 people. The most important issue is control. As I support this Motion, the two weeks are enough for us so that we can come back, monitor and direct what should be done in various counties in order to curb this spread. The two weeks is also a way of quarantining ourselves. The two weeks are Biblical because issues of quarantining are very important. In the Holy book of Isaiah, Chapter 26: 20-21: “Go home, my people, and lock your doors! Hide yourselves for a ... view
