  • 4 Jun 2019 in Senate: To the highest attainable standard of health, which includes the right to health care services, including reproductive health care.” This Bill is very important particularly because it obligates the national Government to address the issue of accessibility to mental health hospitals. This will include issues of care, treatment and rehabilitation of the persons living with such problems. Mr. Deputy Speaker, Sir, right now, our country has got major problems in terms of mental illness because of a number of issues. This Bill has come at the right time so as to address these issues. Most people have been affected as ... view
  • 4 Jun 2019 in Senate: Bill will go a long way in curing these issues particularly in ensuring that the rights of an individual are taken care of. We have noted that most of the people that are already affected are suffering from post-traumatic stress disorders and depression. As one Member has already put it, most people are suffering from depression except that the degree varies. Issues of substance abuse have caused mental illnesses particularly among the youth. Clause 4(2)(e) of this Bill talks about the rights of a person with mental illness. Recently, we got information from one Mr. William from Kisumu County that ... view
  • 4 Jun 2019 in Senate: Part IA of this Bill obligates the counties to do a number of things, particularly because health is devolved. The county governments are obligated to set aside dedicated clinics in Level Two, Level Three and Level Four hospitals to offer outpatient services to persons with mental illness. This will go a long way to ensure that cases that have not gone to extreme levels can be cured. In addition, there will be community-based organizations care, which will include family and community programmes. It will even be better for someone with mental illness to be taken care of within their communities. ... view
  • 28 May 2019 in Senate: Thank you, Mr. Speaker, Sir. I rise, pursuant to Standing Order 47(1), to make a Statement on a matter of general topical concern. The mobile phone-based lending platforms have taken the Kenyan lending space left by traditional banking since the law capping interest rates was introduced. Instead of the proliferation of digital loan platforms improving lives, many Kenyans have become prisoners of these systems. The rise of the digital credit market has raised concerns about the risk of excessive borrowing and over-indebtedness among--- view
  • 28 May 2019 in Senate: Thank you, Mr. Speaker, Sir. The rise of the digital credit market has raised concerns about the risk of excessive borrowing and over-indebtedness among lower income households because these loans are easy to obtain; they are short term, carry a high interest rate and are available from numerous banking as well as non- banking institutions. This growing unhealthy appetite for quick loans is best illustrated by the phenomenal growth of „Fuliza‟ ; the new Safaricom overdraft platform which, within a month of its launch, had splurged Kshs6.2 billion; Kshs29 billion in three months and a whopping Kshs45 billion in six ... view
  • 23 May 2019 in Senate: Mr. Temporary Speaker, Sir, I rise pursuant to Standing Order No. 48(1) to seek a Statement from the Standing Committee on Agriculture, Livestock and Fisheries on the new army worm attack, which has already destroyed more than 2,000 hectares of maize farms in parts of the North Rift. The same farmers have been advised to use a specific pesticide and spray their crops very early in the morning. This scenario is signaling a threat to food security this year. In the Statement the Committee should address the following- (1) State the measures being taken by the Ministry of Agriculture, Livestock ... view
  • 23 May 2019 in Senate: (2) Clarify whether there are any arrangements in place to subsidise the cost of the pesticides, so as to motivate the farmers. (3) State whether there has been any compensation rendered to the farmers who have suffered severe loss of their crops as a result of the army worm attack. If not, state when the farmers will be compensated. view
  • 16 May 2019 in Senate: Thank you, Mr. Speaker, Sir. I also support this Petition from the people of Mandera County. It was recently when we heard that some people from Isiolo County were evicted to pave way for security personnel in this country. When it comes to evicting people from land, in this case being carried out by the Government; it leaves a lot to be desired because it is supposed to take care of its people. Matters to do with land, as has already been said by my colleagues, are extremely emotive. This case is not unique to only Mandera County, but in ... view
