First of all, I thank the Senate Majority Leader for bringing a great Bill to this House. Issues of food security and the quality of food cannot be over- emphasized. This Bill will actually operationalise Article 43(1) (c) of the Constitution to ensure that the Government complies with its mandate of ensuring that its citizens are provided with sufficient food. First of all, I thank the mover of this Bill for bringing to this House an important Bill of the County Governments Amendment Bill (Senate Bills No. 11 of 2017).This Bill could not have come at a better time, more specifically, now that we are starting the second governments in the counties. This Bill has dealt with so many of the issues that were bedeviling the counties in the past. I want to tell them that this is indeed a good House to visit, particularly; we are the champions of devolution. I wish to encourage the Public Service Board of Mandera County to really stick to the law, particularly, in terms of employment.
