Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Hon. Temporary Deputy Speaker, whereas I do not want to challenge your discretion of giving the Floor to a Member from the other side, even the heavens are not happy if you can give my sisters and leave me in the middle. I think it follows automatically that I should be the next one. You even know that.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Before I speak to the Bill, allow me to indicate that I am extremely privileged this afternoon to sit between two powerful women Members of Parliament. I must say that because it is not easy for women to get into elective positions, especially seats where you fight against men. Men tell us they love us but when it comes to power they become totally different people. The two Members, Hon. (Ms.) Nyenze and Hon. (Ms.) Eve Obara, are members of a sub-caucus of Kenya Women Parliamentary Association (KEWOPA) called ...

what our competitive niche is. If we have oil, we must look at it and see how it benefits us as a country. We need to identify five or six areas where we will put all our energies into. This is what I would call the hardware of development. For instance, the current Government is focusing on four areas but we must look within that context of four areas and find out what our competitive niche is. Is it tourism, fisheries or oil? Wherever it is, we must put in all our energy and attention. However, going by my background ...

Thank you, Hon. Temporary Deputy Speaker. I stand to support the Bill, but most importantly, I am also a Member of the Departmental Committee on Energy. Having gone been through the rigorous process of going through the Bill, I think my colleagues in Parliament require to go through a process of self introspection and realise that this Bill will provide a competitive framework under which it will grow. The Bill seeks to cure the lacuna which exists in our current law and sets the legislative framework that will address issues of local content. Currently, in our country, we produce around ...

I can remember very well that this county only had the Kenya Power and Lighting Company (KPLC). But with a more liberated economy, we have improved and grown making more electricity generating companies. Currently, we have a transmission company which will help independent distributors coming to the market to hire transmission line and ensure that the ordinary Kenyan benefits from competitive pricing of energy. As I have mentioned earlier, once we have an extra 1,300 megawatts on our grid, it means we will have surplus power and about 2,300 megawatts on base load. Base load is consistent energy that is ...

Thank you, Hon. Temporary Deputy Speaker. I want to congratulate the Budget and Appropriations Committee and the House for passing the Division of Revenue Bill, 2018. Members have spoken to the issue of the Equalisation Fund. I sit in the Budget and Appropriations Committee. One of the things that we have said is that we must review the policy around the Equalisation Fund so that it takes into account areas like my constituency of Suba North, which has differentials within the constituency. With those remarks, I support.

Hon. Temporary Deputy Speaker, I do not think it is in order to proceed like things are normal, when this country is under a police state. The President has decided to make this country a police state. We have spent the whole day in court following the rule of law ensuring that Hon. Babu Owino is released. I am standing on a point of order. If you give me a chance, I will explain to you what the point of order is all about.
