Mr. Temporary Deputy Speaker, Sir, North Eastern Province is a very rich region in this country. We have a lot of livestock. We have goats, sheep, cattle and camels. These are resources. How shall we be able to market them to the right market if we do not have proper infrastructure? We do not have good roads and airports. Mr. Temporary Deputy Speaker, Sir, the other issue that I want to address is security. Security is of paramount importance to our people in this country. Since the deployment of our military forces in Somalia, North Eastern Province has experienced insecurity due to the closeness of that region to Somalia. Quite a number of incidents have taken place. There have been a number of explosions in Mandera, Wajir and Garissa, but our internal security mechanism does not seem to be up to the task. Because of insecurity along the border, banditry has increased in North Eastern Province. You remember there was a time when Kenya trained some soldiers for Somalia. When some of these soldiers were deployed into Somalia, they deserted. Quite a number of them have left the service of the Transitional Federal Government (TFG) in Somalia. We want to know where these people go to when they desert. Is our Government able to account for the deserters? Do they have their bio-data, so that when they leave the service of Somalia, do they come to Kenya as criminals, Kenyans or foreigners? These ...

I would like to inform the Prime Minister that after using CDF money to build more than 20 health facilities in Mandera East over the years, we have not been able to operationalize these facilities for lack of personnel and also equipment. Since the CDF kitty started in 2003 up to now, we have not been able to use these facilities and wananchi are accusing us of building just structures without the services in this part of Kenya. Thank you, Mr. Speaker, Sir. I wish to thank the hon. Member for Dujis for bringing this petition. More than 350 students in my constituency were affected. You know very well that parents have invested in these children for 12 years, so that they can better the lives of their families. So, Mr. Speaker, Sir, this is a very sad moment for the students of this region. When these young people in northern Kenya go to university through parallel system, sometimes they start as low as from certificate level; they pass the certificate level and go to the diploma level, which they also pass very well. Then they go to university and they do even better than some of the students who have gone through Alliance High School or Starehe Boys Centre.
