I represent Mandera East and I have firsthand experience of the violence emanating from our forces’ incursion into Somalia. Since our military forces moved into Somalia, there have been a number of explosions in Mandera. Somalia has been without a government since 1991. I had asked this Question in 2009 and the Ministry of Water and Irrigation had promised to do the feasibility study and the design during that financial year. But up to now, as you have heard from the Assistant Minister, the design has not yet been done. I want him to give assurance that this design should be done as he has said by May this year so that the next phase of the project can start. view

It is using pit latrines up to date. Mandera Town, being the headquarters of Mandera County, can the Assistant Minister assure this House and the residents of Mandera County that this project will commence immediately in the next financial year, as he has promised?
