Mr. Temporary Deputy Speaker, Sir, I wish to support this Adjournment Motion. I represent Mandera East and I have firsthand experience of the violence emanating from our forces’ incursion into Somalia. Since our military forces moved into Somalia, there have been a number of explosions in Mandera. Somalia has been without a government since 1991. So, the reason why those explosions and insecurity is increasing and happening is because of our military forces going into Somalia. As you remember in 2008, the fibre optic line was dug. However, five years down the line, nothing has been done. The Assistant Minister has given assurance to this House. I had asked many questions relating to the same and he has given assurance that they will convince the service providers to provide network coverage in my area, particularly Khalalio and Waranqara areas. Could you ensure that he upholds this promise, that six months from today, he will be able to achieve this.

Mr. Speaker, Sir, I would like to bring to the attention of the Assistant Minister the fact that the Muslim population has gone up over the years and whenever it is prayer time, you will find a very huge group of Muslims praying outside in the fields which is not very comfortable to others and it is because of that reason that Muslims have volunteered to build the mosque for the university. Could the Assistant Minister assure the House that they will provide a piece of land then the Muslims will finance the construction of the mosque for the university?

Thank you, Mr. Speaker, Sir. I had asked this Question in 2009 and the Ministry of Water and Irrigation had promised to do the feasibility study and the design during that financial year. But up to now, as you have heard from the Assistant Minister, the design has not yet been done. I want him to give assurance that this design should be done as he has said by May this year so that the next phase of the project can start.

Thank you, Mr. Speaker, Sir. Mandera is about 1,200 kilometers away from Nairobi and 48 years since Independence, Mandera has never enjoyed a sewerage system. It is using pit latrines up to date. Mandera Town, being the headquarters of Mandera County, can the Assistant Minister assure this House and the residents of Mandera County that this project will commence immediately in the next financial year, as he has promised? That is beginning July, 2012.
