The four categories that I gave include capacity building to manage drought. However, when it comes to responding to drought, it falls under a component at the national level for drought response. I have not understood the question to mean that and, therefore, based on case by case and according to the early warning systems that each district produces, they are allocated resources both from the project and other line Ministries. view

Also, with the current budget allocation that was negotiated, I do not think it is prudent to create new overhead expenses by creating offices. This will reduce the amount of money that will be available for programmes. view

However, I would like to inform hon. Members from these districts that my Ministry has sought to open offices in all the new districts. We have already got approval. However, the project is a very specific agreement with the World Bank and has to be renegotiated if we have to open new offices. view

I will come to this Parliament to seek for more resources and I request hon. Members to support me. That way, we will make sure that arid lands are developed and have food security. The coming Motion by Mr. Ethuro is about drought management. It will give an opportunity to hon. Members to contribute to this matter. view
