Mr. Deputy Speaker, Sir, I stand here to support the Motion. I want to urge fellow Members of this august House to separate the two issues. I can see the anger and I understand it. However, I do believe there are other ways of solving this issue. We have major emergencies in this country such as water crisis, drought and others. We have not interrupted the Business of the House because of them.

Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to thank Mr. Affey for bringing this Motion and the Deputy Prime Minister and Minister for Finance for allowing the Motion to pass with minor amendments. I think a lot has been said about under-development of this area. I am sure that there are some figures that many hon. Members may not be aware about. For example, the human index of ten districts of northern Kenya is lower than the population of Sierra Leone. In many of those districts there is less than 30 per cent enrolment in schools. The ...

I want to support the Motion and inform the House what we are doing as a Ministry. I would like to shed light on some things that have been mentioned about my Ministry. I think it is true that like all other Ministries, this Ministry has been created politically. I think people should stop saying this Ministry has been created for politics. Mr. Deputy Speaker, Sir, I support the Motion. I am happy that the amendment was defeated because we have a major drought as I speak. Large parts of this country require emergency assistance. By delaying the Budget process, people will suffer. I also support the Motion with very clear feeling that we must put implementation as quickly as possible so that we are able to not only feed our people but also save their livestock.
