  • 3 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on the community development projects, once the committees are identified, they are trained and then form a project committee. Once they have been fully trained, their finances are transferred into that account and the communities contribute 30 per cent. They implement the project and it is monitored. In fact, the policy is that, that information should be displayed at the community and district level. This is discussed at the district steering committee which the Member of Parliament is a member. view
  • 3 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think I will ask the hon. Member to prove that there is no accountability. This is because I believe that there is a system in place. If he has any proof, we will take action. view

That cannot happen if we continue to treat the Ministry of Medical Services as a Ministry of hospitals, where a few activities happen in a few hospitals and we do not ... view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, as I said on the outset, the Ministry did not make the decision about which areas fall under the ALRMP. This, to the best of my knowledge, was done by the departments that are involved. In terms of what percent which district got, I want to inform the hon. Member that was as a result of the staggering of how different districts came into the programme. In the first phase, the number of districts which came on it; the ones which are at 4 percent at the moment and then others came in a few years later. ... view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, I am now aware. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, yes, we are and we have a Sessional Paper which I hope will soon come to Parliament for Members to debate. view
  • 11 Aug 2010 in National Assembly: Could you repeat the question, please? view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, as I had answered to hon. Ethuro’s question, my Ministry does not decide which area is arid and semi-arid. It is decided by other institutions. view
