Mr. Speaker, Sir, I did not say that we will allocate the money equally. We will be looking at the viability of projects. All the districts present their plans. In consideration of those plans against the Ministry’s projection plan and Vision 2030, the viable projects are identified. Mr. Speaker, Sir, I have, on several occasions, addressed the issue of how areas in this country are designated as “arid”. It is done by the Ministry of Agriculture. This Ministry only takes direction from that particular Ministry.

Mr. Speaker, Sir, the hon. Member is right. We had commissioned the Kenya Industrial Estates (KIE) to identify all the projects that are viable and good for investment. We have identified 20 of them. We have since given them out for consultancy. We have, with the support of development partners like the UK-AID commissioned a consultancy to look at their viability; very soon, we hope to have projects, where somebody can take a loan and be able to implement.

Mr. Speaker, Sir, I would like to thank you and this Parliament for the very specific reason that in February 1984, over 1,000 people were killed in Wagalla, and this House could not raise 15 people to stand up so that the Motion could be discussed. This means that this House has come of age.

What Ms. A. Abdalla has said is right. It does not matter whether there is a Minister in your constituency. This is the third incident in two years in Wajir County. There was a more recent one before this one. The attackers were faceless people; they had guns, they harassed people, hijacked two vehicles and robbed the people. Mr. Temporary Deputy Speaker, Sir, I beg to reply. I have given the hon. Member a list of 26 projects which have been done in Kieni Constituency from the year 2008 to date. The cost ranges from Kshs800,000 to Kshs9.5 million. They were all water projects and they have been done in the two districts of East and West Kieni in 11 locations. The funds used for these projects are from the World Bank and the Government of Kenya. Mr. Temporary Deputy Speaker, Sir, the projects are identified through what we call district steering committees at the district level together with the communities. Once they have been identified, they are put in the workplan and approved by the district steering committees, which forward them and then they get financing. For a number of projects, particularly, the ones funded by the World Bank, the communities do contribute 30 percent to them. We have a monitoring and evaluation team at the project headquarters which goes to supervise the programmes.
