  • 21 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the hon. Member right in continuing to refer to the Executive as Government and, therefore, drawing the Legislature and the Judiciary into his argument? view
  • 13 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, may I also on the outset support the report of the Committee and congratulate it for doing an excellent job. Let me also congratulate the new members of this Authority. This Authority as has been said by all the hon. Members and as the law says is very important. I hope that we will facilitate them and that funds exist in the Budget for them to hit the ground running. This Authority is critical if we are going to make any headway with our devolution. Kenyans are waiting to have devolution and this Authority is ... view
  • 13 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I do not usually talk for long and so, I will finish in a moment. The Kenyans who have been chosen here are of high regard and competent. At least, I know two of them and they are the cream. One of them was my classmate and he was the cream of the class. I believe they will do an excellent job once they start work. Devolution is probably the most critical thing or the biggest benefit that Kenyans are getting out of this. I would urge the membership of the Authority to take their ... view
  • 12 Jun 2012 in National Assembly: Mr. Speaker, Sir, I want to join my colleagues in sending my condolences and those of Wajir County to this two great leaders who are Members of this House, and also the police officers. I have two things that I want to share with my colleagues; Prof. Saitoti said there comes a time when the country is more important than an individual. This year there is an election and the country has become more important than an individual. Mr. Speaker, Sir, the second thing he wanted was one Kenya. I want to say it here and shame those who have ... view
  • 3 May 2012 in National Assembly: Madam Temporary Deputy Speaker, at the outset I want to also support this Motion which seeks to extend the time to discuss these two Bills. Just the way we extended time for the Lands Bill, this is critical. These two Bills are even more critical in the sense that we cannot put to effect the new Constitution without them. There are the Devolution Bill and the County Governments Bill. The new Constitution gives us two governments. Without the County Governments Bill, there will be no county governments. Without the county governments, then we will not have Kenya because the Constitution ... view
  • 19 Apr 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, is the hon. Member in order to impute improper motive on Members of this House and those who are outside and cannot defend themselves, that they will be making billions of money out of the allocation that is being made? view

  • 7 Mar 2012 in National Assembly: Mr. Speaker, Sir, I will ensure that they get the word. FAILURE BY ACTING MINISTER FOR FINANCE TO DELIVER PENDING MINISTERIAL STATEMENTS view
  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am not aware of any money that has been misappropriated by Arid Lands Resource Management Project (ALRMP). However, I am aware that the Department of Institutional Integrity (INT) of the World Bank has been conducting an audit into the project. It inspected 28,000 documents of expenditure incurred in the financial years 2006/2007 and 2007/2008 in seven sampled counties of Wajir, Garissa, Tana River, Isiolo, Samburu, Kajiado, Nyeri and at the headquarters. The INT originally claimed verbally that 70 per cent of the project expenditure was ineligible. That led to the informal ... view
  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, as of today, neither INT nor any other party has found concrete evidence that funds have been misappropriated. As the INT Report states on page 6 and, I quote:- “The audit does not prove that embezzlement occurred.” On 15th July, I submitted a copy of the INT Report and other relevant documents to the Clerk of the Departmental Committee on Agriculture, Livestock and Cooperatives, of which the hon. Member is a member. I tabled copies of the correspondence that I submitted, which are very many. There are about 16 documents that I tabled before the Committee on ... view
