Madam Temporary Deputy, I wish to second the Kenya Agricultural Research Bill. The Minister has articulated quite ably merits of this Bill. If we are going to achieve our Vision 2030, it is absolutely necessary that we consolidate and organize our research in agriculture. With those few remarks, I beg to second.

Madam Temporary Deputy Speaker, I want to support the Motion. I want to thank Dr. Khalwale for taking leadership. I hope the intitiative will remove the suspicion among the affected communities. Mr. Temporary Deputy Speaker, Sir, thank you for giving me an opportunity. I thank the Committee for bringing these names. I think the judicial reforms will not be complete without the reforms of the police. Recently, we have had major security problems in this country. I am happy that today, we will pass the NPSC, so that we will have an Inspector-General in due course. We want to stop this amorphous thing of blaming the Government for failing to do this and that. Mr. Deputy Speaker, Sir, I also want to congratulate the Minister, the Committee and all the people who have worked very hard on this Bill. I am sure this Bill will save the lives of many children in Kenya. It will improve the quality of life of our children. Therefore, I ask all stakeholders to help in implementing it. The industry should collaborate with the Ministry of Public Health and Sanitation to make sure that this law is implemented as envisaged by the Minister.

On a point order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member in order to refer to a letter as cancellation when the letter actually is not about cancellation? Mr. Kimunya raises issues about the cancellation by a Board. So, may he read for the House to fully understand? Let him read the letter.

Mr. Temporary Deputy Speaker, Sir, as I said, if intelligence information was used properly, then we would have averted deaths in Tana River. Let us use this information properly and we will have peace in those areas. It is sad that public officers were given intelligence information about the impending post election violence, but they did nothing to prevent it. It is not enough that our intelligence service will gather information to be used in tribunals, foreign courts or anywhere else. We want them to act on that information.
