Two of my villages were burnt down almost four months ago and until two days ago, no soldier had been there. This is because those are clan conflicts. Those are not security problems. A KPR officer was killed there. I can bet that his name will not be entered in the Occurrence Book (OB). There is no investigation. So, that mindset in this country must change. Chairlady, I would like to support the deletion because in the new Constitution, we have created two governments with different functions but there are grey areas. Through the disputes resolution mechanism that has been created, which is very clear in the Act, we want people to explore so that those functions become clear. I have reservations on what has been mentioned by others, but I want to expand on it. In 1965, through the Sessional Paper No.10, somebody decided that there are areas with potential and defined what that is; if I remember correctly, it was areas with tarmac roads, good rainfall and people who accept development.
