Mr. Temporary Deputy Speaker, Sir, three months ago, I sought a Ministerial Statement on the presence of Oromo Liberation Front (OLF) in Wajir North Constituency. The Minister concerned assured the House that the OLF people will leave that constituency. However, after three months of waiting, there has been no action against OLF in Wajir North and they have kept on increasing in number. Mr. Temporary Deputy Speaker, Sir, I thought I should, at least, give the background of this issue. That is because three months ago, I had sought a Ministerial Statement and I was promised that action will be taken. Those are foreigners and the Government keeps on giving information that they will be dealt with. But up to now, they have not done anything. What action is the Ministry of State for Provincial Administration and Internal Security taking to make sure that these people are out of Wajir North Constituency?

Mr. Speaker, Sir, thank you for your consideration. It is not only in Kibwezi where roads have been washed by the rains. At the moment, this Member of Parliament is unable to access his own constituency. Seriously, the road between Malka-Gufu-Buna- Korondile-Moyale is cut off. May be the Assistant Minister can help me by giving me a chopper to go to my constituency. I request the Assistant Minister to give immediate emergency funds for this road which is about 85 kilometres.

Mr. Deputy Speaker, Sir, I would like the Assistant Minister to deny or accept that in North Eastern Province there are 651 KPR guns, and a single district has more than 844 guns. This is the case and yet we have 14 districts in North Eastern Province. For example, Wajir North, which is on the border, has very few guns. Could the Assistant Minister deny or accept those figures?

I think it is hypocritical for some of us to keep on claiming that only security issues are paramount for this country. When issues of minorities come here, you shoot them down. When issues are sponsored by a given party, we shoot them down. But when Maj-Gen. Nkaissery and the Minister concerned with security rise up here, they tell us to support them. I am now discovering that this Constitution is serving the interest of the powerful people. Minorities have not been given a chance. The majority are ruling over the minority. The rich are trampling the poor. We need to be rational on every issue, but not just a single issue.
