  • 27 Oct 2010 in National Assembly: Mr. Speaker, Sir, I would like him to issue a Ministerial Statement, considering that I am the Chairman of the Departmental Committee on Local Authorities. view
  • 14 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, it is usual that when the Ministers answer questions about when something ought to be done, they give a general answer. It is important that we know exactly when. Flooding is something that affects the lives of individuals. Exactly when will the Assistant Minister give alternative land to these people? When will this programme be implemented? view
  • 14 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think the Order Paper has to come out in time. We cannot live on probability as to whether a Motion will come at the whims of a Committee or not. We need to be told that the Order Paper should be ready at a given time. We cannot sneak in a Motion a few minutes before hon. Members debate it. view

I would urge the Chair to allow the Departmental Committee on Local Authorities and the Departmental Committee on Health to investigate this matter and report back to us. This is a grave matter. view
  • 26 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, the departmental committee on local authorities had received the financial estimates for 2010/11 and a total budget of Kshs17,087,466,890 was allocated, compared to Kshs23,946,000,000; this shows a decrease of about Kshs5,859,000,000 or 21 per cent. However, the Recurrent Expenditure increased from Kshs12,346,000,000 to Kshs13,201,466,890. The Committee was informed that the decrease would negatively affect the ongoing development projects and we agreed with that. The Committee wishes to make the following observations and recommendations. The financing under the LATF should be guided by the Local Authorities Service Delivery Plan. The Ministry should look at the plan and ... view
  • 25 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, we know that contractors are prequalified every year. There are some inter-ministerial reports which show the status of the contractors in every given year. Have you sought that information, so that you do not keep on prequalifying that contractor every year? view
  • 25 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Meanwhile, what is happening to the raw sewage which cannot be absorbed by the treatment plant? The Assistant Minister is talking about the expansion of the treatment plant, which has not taken place. view
  • 25 Aug 2010 in National Assembly: Bw. Naibu Spika, kandarasi hiyo itakamilika lini? view
  • 1 Jul 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am glad that the Assistant Minister has now confirmed that there are no OLF fighters in Wajir North. That should put the case to rest. I would like to ask him whether he could take the necessary action against the rumour mongers who continue making public statements in barazas and accusing individuals and tarnishing their names. I also wish to congratulate the Assistant Minister for acting positively and posting an OCPD and a new 4x4 Toyota Land Cruiser. I am glad and that will improve the security in the area. However, I still insist ... view
