  • 29 Mar 2018 in Senate: Thank you, Madam Temporary Speaker. I would also like to contribute to this Motion of Adjournment. First of all, the Senate has done a good job. We have passed many Bills. This afternoon, we have passed quite a number of Bills including The Division of Revenue Bill in a record time. I thank Members of my Committee for participating in this session to make sure this important Bill is passed. • 28 Mar 2018 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. The two leaders, President Kenyatta and Rt. Hon. Raila Amollo Odinga have shown that leadership is about action and not positions. In fact, they have shown that this country can be divided by leaders and also united by leaders. The handshake on Friday 9th at Harambee House brought tranquility in this country. I thank them for being that bold and decisive. Without reference to anybody, they came out and made this county peaceful as it is today. It was said by Martin Luther King Jnr., that the ultimate measure of a man ... view
  • 27 Mar 2018 in Senate: Madam Temporary Speaker, I beg to second the Division of Revenue Bill. Article 218 of the Constitution requires that the Division of Revenue Bill be brought to Parliament two months before the end of the financial year. The Bill proposes to share Kshs1,688,492,000,000 in this current budget. This is from the ordinary revenues and the revenues that are raised. Out of ... view
  • 22 Mar 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to contribute to this important Bill. This Bill seeks to operationalize Articles 43 and 53 of the Constitution in terms of food security. The intentions of the Bill are very good; in fact, the objects and purposes as listed in the Bill are very noble. One object is to provide a framework that promotes the realization of the freedom from hunger and access to food of acceptable quality as a fundamental human right. That is not disputable. The Bill also provides for the establishment of institutions that advance corporate ... view

  • 21 Mar 2018 in Senate: Mr. Temporary Speaker, Sir, I beg to reply. I thank Members for their contributions to the Motion. Normally a committee makes a report which belongs to the House and we agree with the amendments. We did our best, save for the comment which was sneaked in by the secretariat. We do not know what to do about it but they have made our work easy. view
