Mr. Temporary Speaker, Sir, I want to put the record right. We have the statement which was signed by the Treasury Permanent Secretary, and I will repeat what he said:- “In disbursing funds to county governments, the National Treasury will continue to prioritize county governments with the least balances in their accounts in the Central Bank of Kenya (CBK). Mr. Speaker, Sir, it is true that he is a Member of the Committee. I was telling him that he should not request for statements from his Committee Chair. As we go forward we should plan. By the way, we had an understanding in the National Assembly that Members of a Committee should not raise a question to the same Committee they sit in. Having said that, I beg to reply.
