Thank you very much, Hon. Temporary Deputy Speaker. As a Member of this Committee, I support the Report that we wrote. We exhausted considerable amount of time to examine these hospitals and identify the challenges that are there. Therefore, I support this Report in that matter.

I want to add a couple of things. I want to mention that the perpetual neglect of many of these referral hospitals is worth noting and that is what our Report looks at. Our Report identifies that there are key challenges on personnel aspects, financial issues, patient flows and diseases that are becoming rampant in this country. Therefore, the need for these referral hospitals to be supported financially, as well as personnel wise is critical. Moi Teaching and Referral Hospital in Eldoret suffers the burden of serving patients from 21 counties in Rift Valley and Western regions of the country. The hospital has had relative success in the staff management, donor partnership and has a vision for expansion. That is what we found. We also found that the KNH lacks a substantive Chairperson of the Board, as well as a CEO. These are critical matters.

Motion. This is a very important Motion for our children, our generation and our country. The reality is that child safety is an important thing in our country. Road safety is an issue that has not been looked into considerably. The main reason is that the laws that govern road safety have not been enacted properly. Road safety in schools is the precursor for training our future generations on issues to do with their safety and survival. Investment in road safety has been barely touched. It is barely a scrap in the Budget. Therefore, I urge that a considerable amount of funds are allocated to this. Funding for a curriculum on road safety is the other thing that needs to be looked into. Schools and the education curriculum should be supported and road rules set in schools. Our young children who are currently in school will be future drivers in this country when they are of age. When I turn 80 or 90 years old - if I get that lifetime - I will be safe simply ...
