Thank you, Hon. Temporary Deputy Speaker. I stand to welcome the President’s Speech. Article 132 of the Constitution of Kenya obliges the President to give a state of the nation address at least once a year. Therefore, the President was within his constitutional right to give us the State of the Nation Address. The President highlighted considerable information that was necessary for us to know. He highlighted our international and national obligations and all matters that are within our borders. The President started with us our national Anthem and mentioned that may peace be The electronic version of the Official ...

within our borders. That is one of the things that I want to touch on; that is national security. I am quite happy that national security is improving, and it is at a stage where we can say that we are quite comfortable for progress in this nation. The President touched on socio-economic and health challenges. Those are issues that touched Kenyans over the last few months through the better part of this year. We have had considerable number of socio-economic challenges as well as healthcare challenges. The President highlighted that we have realised a 5 per cent economic growth ...

Thank you very much, Hon. Speaker. I stand to support this Special Audit Report by the Public Investments Committee. I am quite elated that I was part of this Report. I contributed to it. This Report has done well and has proposed thorough investigations with regard to the import systems of Kenya. I am talking about the gadgets that are used to inspect motor vehicles. Kenya is not a highly sophisticated manufacturing country. It is important that we have checks and balances to ensure that what we import is considerably looked into. The Auditor-General has identified a considerable number of ...

Thank you very much, Hon. Temporary Deputy Speaker. I support this Report and I want to congratulate the Committee Members and the Chair of the Departmental Committee on Environment and Natural Resources. I want to support this because there are quite important findings that I have seen. However, it is very important to understand that issues to do with dams are quite serious in the sense that we do not realise the values that dams can have on most parts of the country. Kenya has about 82 per cent of its land arid. About 80 per cent of this land ...

Thank you very much, Hon. Temporary Deputy Speaker. I will stick to that given that time has rushed. I have realised that the dams that are established and created in this country have not been done through proper evaluation. You can imagine Kshs35 billion is spent on one single dam when the entire country would have spent that amount at about half a million shillings for each dam. Those dams would have been supported. Wajir is one county that requires such big dams, unfortunately it has not been covered. It is not The electronic version of the Official Hansard Report ...

considered. Even for the small dams that are required in this place simply because livestock rearing and utilisation in rural village in Wajir South requires water, it was still not considered. These dams were established haphazardly in other parts and the amount of money that has been invested in such dams is not good enough because it should have been utilised around the country. In this case, given that I have run out of time, I support this. Thank you, very much.
