land courts are there but are hardly seen. Many pieces of land do not have titles and, therefore, to deal with that is also a problem.

What is really frustrating in the northern region in terms of the Judiciary is that there are insufficient courts that can manage or deal with court cases. Court cases in that area, particularly in Wajir South, take a considerable amount of time. There are not enough courts in the country and justice is delayed at all the times. Justice delayed is justice denied, as it is said always. That has been said by my colleagues here.

What frustrates us all is that courts of appeal take even more time. Applications take a process that does not have a face of justice simply because there are no enough courts of appeal. There are no enough courts that can hear the population. We have only one court in Garissa that serves the whole of north eastern Kenya. It is not even a Court of Appeal but a High Court. It becomes a challenge because people have to travel all the way from Mandera to Nairobi to seek justice. Justice takes considerable amount of time to be served. This ...

One final thing that I want to add is that the Judiciary is hardly funded enough; it is underfunded. Justice Maraga has come out to talk about it. The last time he spoke in public, he spilled the beans by saying that he does not have sufficient funds to run the Judiciary. That is true. Ours is a House of Budget. We are supposed to see to it that justice is served to the Judiciary.

Thank you, Hon. Speaker. I want to contribute to this particular statement by saying that it is a very serious matter. It is a matter that concerns the entire country because it is a pandemic. This is an epidemiological terminology that means – to laymen - a disease that has occurred around the world. It is not confined to a particular place. In other words, it is no longer endemic. What is endemic is what is found within the border of that particular area or region but it has become pandemic – it has gone around the world. What worries ...

Thank you, Hon. Speaker. I stand to support this Motion. It is important and timely. I feel it contributes to the welfare of Kenya’s tax laws. It is important that we acknowledge the good work of the Committee. They have identified the values this Motion will add after the ratification of the Multilateral Convention on Mutual Administrative Assistance on Tax Matters. Much has been said and I do not want to take long. I just want to add and cite a few things which are valuable. Kenya signed the Convention on 8th February 2016 and it was approved by the ...
