Order, Leader of the Majority Party. Hon. Midiwo is the Deputy Leader of the Minority Party. He is not an independent yet. If I was very sure that he is independent, obviously, I would not give him an opportunity to speak. I am just giving him the opportunity to speak on behalf of the minority party.

Hon. Members, before Hon. Mwaura moves that amendment, I must confirm that I have a written request that Hon. Mwaura should move the amendment on behalf of Hon. Sakaja. It is signed by Hon. Sakaja. The only small issue that I have here, Hon. Mwaura, is that I see somebody signed on behalf of Hon. Sakaja.
