The amendment has been brought by Mr. Ethuro, and we can only vote on that amendment. So, if the Minister wants to bring an amendment to the amendment of Mr. Ethuro, that is a different matter. Let him bring that amendment. view

But, basically, because of my experience in my first year as a Member of Parliament, I have actually come to realize that the words “equitable distribution” cannot objectively give the amount that goes to every constituency. We realize that whenever we use the word “equitable”, you will find one district getting Kshs1 million and another one Kshs100 million. At that time, you are told that it is equitable.
