Mr. Deputy Speaker, Sir, of course, I stand to oppose the Adjournment Motion. I am doing this for the very simple reasons that we have been waiting for good roads for so long in this country. If this House today does not pass the concession agreement, some of us, who are now in our 40 years-plus, will be 80 years old before we see good roads.

We want to switch from driving four-wheel-drive vehicles to Ferari cars. The only way we can drive Ferari, Jaguar, BMW and Mercedes Benz cars is to have good roads. Even the VW Passat vehicles that we have just received cannot move on the current roads that we have. Mr. Deputy Speaker, Sir, another issue I want to inform hon. Members on is that there is no much financial obligation by the Government of Kenya in this concession. These are people who want to invest their money. Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion of Adjournment. I want to speak, first of all, as the Vice-Chairman of the CDF Committee of Parliament. I would like to inform hon. Members that our CDF Board sat today and we were surprised that over 100 constituencies still have not submitted their proposals for the 2009/2010 Financial Year. This will go a long way in delaying the implementation of the various CDF funded projects.

Mr. Speaker, Sir, the Assistant Minister has indicated that the Kenya Forest Service, which is a Government agency just like his Ministry--- I was wondering whose role it is to convince the Kenya Forest Service to grant the authority to do the dam in the forest. This is between the Kenya Forest Service and the Ministry of Water and Irrigation. Why should the Assistant Minister refer the matter back to the hon. Member?

Mr. Speaker, Sir, out there, Mr. Mwangi really performed. Could the Minister tell us how he was able to raise the price of milk from Kshs8 per litre to the current price of Kshs25 per litre that is being paid to farmers in Eldama Ravine? That is the good side of him. Could he also tell us how Mr. Mwangi was able to achieve that result? Secondly, the Minister has indicated that the MD misused company assets, including paying Kshs30 million to Treasury. I want to believe that payment of dividends is not an MDâs decision. On a point of order, Mr. Deputy Speaker, Sir. I want to believe the Attorney-General is misleading this House. We are all aware that he has been banned from travelling to the USA. Therefore, he will not even be able to visit the USA to bring the suspects back to Kenya. He will not even be able to write a letter to the USA because they cannot communicate with him. Is he, therefore, misleading this House that he is able to investigate the Anglo Leasing cases?

asked the Minister for Roads:- (a) to table the details of surplus collections and interest income of the Fuel Levy Funds for the year 2006/07, 2007/08, 2008/09 as well as the beneficiaries of the above surplus; and, (b) to clarify whether the above distribution conforms to the requirements of the Kenya Roads Board Act.

Could he give us further details by explaining to us exactly how much each constituency got and how much each district got?
