Thank you, Mr. Speaker, Sir. I was establishing locus standi on this matter. I want to find out from the Chairman of the Committee whether it is the policy of Jubilee Government to ethicize our universities. When I was at the university, our Vice Chancellor was Prof. Raphael Munavu, a Kenyan and an academic who came from what we called Eastern Province and the university thrived. Is it a policy by the Jubilee Government to ethnicize university education because some of the calls that we have been hearing are that universities must be led by people from those regions? Mr. Speaker, Sir, I also want to thank the Chairperson of the Committee for the response. You noted from the response by the Chairperson that the SFRTF was established by the late hon. Karissa Maitha in 2003. That means that the current Government has not done anything new when it comes to this particular domain. Thank you, Mr. Deputy Speaker, Sir. Listening to Sen. Karaba who is under pressure from farmers in his county to get payment, the issue here is that the company claims that their funds are held in Imperial Bank which has collapsed. However, there is a Kenya Depositors Protection Scheme. Probably, what Sen. Karaba is canvassing is how the Government can come in through that avenue.

On a point of order, Mr. Speaker, Sir. I am not going to get into the content because, as you said, there is no Statement. However, I would like to seek your guidance on procedure. Are committees supposed to be conveyor belts for the Executive? This is because the Vice Chair of the Committee, Sen. Adan, said that the Statement is awaiting a signature somewhere.
