  • 23 May 2013 in Senate: Mr. Deputy Speaker, Sir, I beg to second. This is engraved in the Calendar of the Senate, and indeed, the Calendar of Parliament. We have done a tremendous job given what we have passed this evening. The ingenuity of the two committees, the Committee for Devolution and the Committee for Finance, Commerce and Economic Affairs in going through the Revenue Allocation Bill and amending it the way we have done is something worth Senators going back to their counties to talk with the electorate. In seconding, I also want to note that we have just formed our committees which need ... view
  • 22 May 2013 in Senate: Mr. Deputy Speaker, Sir, I wish to be enjoined in the outrage that should be visited from what I heard going on in the Lower House last evening. In law, we always say you are better off focusing on substance rather than form. The Lower House is engaged in focusing on form and avoidance of substance. Any attempt to belittle the status, legitimacy and existence of the Upper House, also known as the Senate, is an affront to the very fundamental principle of devolution. The remarks and debate that went on in the Lower House can at the very best ... view
  • 22 May 2013 in Senate: Mr. Deputy Speaker, Sir, look at this House, is that distinguished young lady hon. Senator a retiree? view
  • 22 May 2013 in Senate: Is my learned junior here a retiree? Are the distinguished hon. Senators for Nandi, Nairobi and Bomet counties retirees? Mr. Deputy Speaker, Sir, are you a retiree? This is the height of insolent and indolent behavior by colleagues who should know better. Our colleagues in the Lower House should even see that the distinguished hon. Senator for Kakamega County has a jurisdiction over 12 of them. The distinguished hon. Senator for Machakos County has jurisdiction over eight of them. The distinguished hon. Senator for Nairobi County has a jurisdiction over 17 of them. The distinguished hon. Senator for Bugoma County, ... view
  • 22 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I congratulate Sen. (Dr.) Zani and I am proud that she belongs to the same side as I. She has brought such a wonderful national Motion. view
  • 22 May 2013 in Senate: A Senator on my side has brought a national Motion. That is why I am proud of her. view
  • 22 May 2013 in Senate: Mr. Deputy Speaker, Sir, I will encourage Dr. Zani, towards the end, to get a colleague – I am not in the habit of amending Motions – to amend the Motion so that the legislation is not left to the Government because this Senate, in a bipartisan manner can draft the Bill, bring it to this House, pass it and give it effect. If we call upon the Government, you will find that their priorities are different and this will not come at the time we have designed. The essence of urgency will be different. Secondly, I will encourage the ... view
  • 22 May 2013 in Senate: Mr. Deputy Speaker, Sir, it is with a light touch. My brother-in-law knows that his community and the Turkana have running issues about who owns more cattle and who does not. view
  • 22 May 2013 in Senate: Mr. Deputy Speaker, Sir, that is how he took it, otherwise, I can take my sister away from him. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 22 May 2013 in Senate: On a point of information, Mr. Deputy Speaker, Sir. view
