Thank you, Hon. Temporary Deputy Speaker. From the information I got, the workers on strike are about 10,000. They are made up of workers from Kenya Airways (KQ), except the pilots, and also the Kenya Airports Authority (KAA) who make up the Kenya Aviation Workers’ Union (KAWU). The issue at hand is the strike that took effect in the early hours of this morning. My point of contention is that the management and board of KAA have a responsibility to communicate to the staff about staff concerns. What we are seeing now is a total failure of the board of ...

Hon. Temporary Deputy Speaker, one of the greatest reasons why the strike took effect was the absence of the board of management of KAA. They did not take a proactive stand and explain to the workers the rumours that were circulating in the name of KQ being taken over by KAA. At the outset, we are seeing a fear of the unknown…

Thank you, Hon. Speaker. I have seven minutes but I think I will conclude within four minutes so that we can have other Members make their contributions.

As of yesterday, one of the main issues of concern to me was the pending bills. I am very happy that the former Minister, Hon. Kimunya, is here with us because at the start of the Kibaki administration, there was a serious issue on the pending bills. I am happy that the Committee has recognised the need to look at the element of the pending bills. There are so many things that are happening. There are accumulating pending bills year in, year out, both at the national level and county level. For us to move forward, we should have a ...

Hon. Speaker those are my views. I like the Report by the Budget and Appropriations Committee but I think those matters of concern should be taken into account.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. At the outset, I want to say that the Committee has done a good job. However, there are issues that have been expressed by Members which are very pertinent. I do not want to go through them, but one of the issues that I expected to come from this Committee is, addressing the issue of imbalances between constituencies. When the Committee is doing its job, they have the mandate to look at how big the constituency is in terms of spending on the NG-CDF. My constituency is the largest ...

Hon. Temporary Deputy Speaker, Hon. Kaluma is talking to the Chairman. We really need the chairman to understand what we are talking about. We need to look at the Act such that the activities of the youth are given prominence in the NG-CDF spending. We have the disabled particularly in schools where the infrastructure is not very conducive. The NG-CDF Act limits on the things that we need to do and support the disabled. For example, there is hearing aid, braille, special sitting requirement and even classrooms. The NG-CDF does not allow purchase or procurement of some of these requirements ...

emergencies are we supposed to handle? It is not clear. So, I ask the Committee to, please, relook at that aspect. The imbalances between the constituencies, as I mentioned earlier, is very critical. The other critical issue is the allocation for environment. Again, the NG-CDF Act limits the amount of money that can be spent on the environment. The environment is a concern in this country and we need to be guided, because the percentage given is very small, on what kind of activities we need to be concerned with. With that, I beg to support the work of this ...
