  • 24 Aug 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker for giving me this opportunity to give my comments on behalf of the Committee. Let me take this opportunity to thank the office of the Speaker and the Clerk for all the assistance they have given us. I also thank the Committee members who, believe it or not, since the Committee was constituted in June 2009, 109 weeks ago, have attended the Committee’s 121 meetings. That is at least a meeting every week; today we met twice and so I convey my appreciation to this Committee. It just goes to tell you the amount ... view
  • 24 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, I think all of us are grateful for the new Constitution, and the commitment of this House to close ranks and dig deep, so that we can pass the enabling legislation. I think all of us are also aware that in passing this Bill we are also anticipating the more substantive laws that will make it possible for these courts to actually operate. We very much look forward, as a Committee of this House, to support the Minister. We are privileged to have oversight with regard to land law, mineral law, environment and all the other ... view
  • 24 Aug 2011 in National Assembly: I think it is true that we need these courts. They are needed in every county. My good friend, hon. Orengo, has spoken very eloquently and also my friend, hon. Michuki, with regard to the jurisdiction of this court. Also there is need for what is being called reasonable and equitable access to the services of this court in every county. We only came back yesterday from Lamu. We are supposed to go to Nyatike and Trans Nzoia. We have been to Kirinyaga, Bungoma, Kwale, Embu and Uasin Gishu. There are issues right across the country. I trust tomorrow I ... view
  • 24 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, we look forward to tabling the amendments tomorrow morning. I wish to again thank the Minister for this Bill. I beg to support. view
  • 9 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, as the House may know, I was privileged to take over as General Secretary of NCCK from Dr. Kobia way back in 1993. He is somebody that I can say I know. When I learnt that this position fell vacant, I was happy that he applied for it and he was interviewed. The Committee has done the needful. May I take this opportunity to commend the Committee; they have done a remarkable job, and especially the idea of going back to deal with the matter after the media reports, speaks highly about them. view
  • 9 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, a lot of very good things can be said about Dr. Kobia and I will be one of those who can say so. He has distinguished himself in helping this country in many ways; not only grasping the importance of justice, but also he is a tremendous player in civic education and building civic competence in our Republic. Knowing him and the experience that he brings on board from ecumenical world globally, this country will benefit a great deal from the judicial mind and the wisdom, reflective of the person that Dr. Kobia is. I beg ... view
  • 9 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to second the Motion. I wish to also thank my colleague, hon. Affey, for moving this Motion. I would also like to take this opportunity to thank the mobilizers, particularly the media, as has rightly been pointed out, who brought sad pictures of people into our hearts, minds and imagination; this caused us, as Kenyans, to feel the need to do what we can do. We thank ordinary Kenyans who have given donations out of their hearts, and despite the many difficulties they have; they have sent money to the Kenyans for Kenya kitty ... view
  • 20 Jul 2011 in National Assembly: asked the Prime Minister whether he could address the House on the problems facing the Commission on the Implementation of the Constitution (CIC) specifically with regard to failure by the Executive arm of the Government to recruit staff for CIC, failure to pay CIC commissioners’ salaries for seven months and lack of accountability by Government for funds allocated to CIC in the 2010/2011 financial year. view
  • 20 Jul 2011 in National Assembly: Mr. Speaker, Sir, I wish to thank the Prime Minister for the answer to the Question. However, I would wish to draw your attention to the spat that we all witnessed between the CIC and Office of the Head of Public Service. The view of most Kenyans watching on television and listening to radio disagreements regarding the remuneration and package in broad daylight left us so rather concerned. We must also appreciate that there is sufficient disquiet regarding the process of the implementation of the Constitution. Given that reality, it would be important to get sufficient comfort that enough steps ... view
  • 20 Jul 2011 in National Assembly: Mr. Speaker, Sir, when will the Salaries and Remuneration Commission be put in place? We also, of course, are concerned--- view
