  • 20 Jul 2011 in National Assembly: Mr. Speaker, Sir, this escaped my attention. Please indulge me. Could the Prime Minister kindly tell us when we should expect the Salaries and Remuneration Commission to be in place? Is it possible to anticipate some kind of timelines in this respect? view
  • 20 Jul 2011 in National Assembly: Mr. Speaker, Sir, I am not sure it is totally different because we are talking about salaries of a commission. I think the Prime Minister has told us that in the absence of this commission, the institution that the Government uses is the Public Service Commission. There are many commissions that are coming into existence. view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, this House adopts the Report on the Public Petition by the Kiboroa Squatters Alliance, Trans Nzoia Region, presented by Dr. Bonny Khalwale, the Member of Parliament for Ikolomani laid on the Table of the House on 15th June, 2011. view
  • 26 May 2011 in National Assembly: Yes, Mr. Temporary Deputy Speaker, Sir. view
  • 24 May 2011 in National Assembly: Mr. Speaker, Sir, I would like to request a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security regarding my personal security and that of my family in view of an incident which took place between 2.30 a.m. and 5.30 a.m. on Thursday, 12th May, 2011. During the incident, heavily armed people wearing balaclavas forced their way into my house in Karen, where they stole goods of significant value. At the time, my wife and I were out of the country. The matter was immediately reported at Karen Police Station. In his Statement, could the Minister ... view
  • 24 May 2011 in National Assembly: Mr. Speaker, Sir, finally, the Provincial Administration in that area seems to be very interested in the local politics. In general terms, implementing programmes is quite an issue, especially for those officers that report to the District Commissioner. It is an uphill task to get anything done. But in particular, there seems to be apparent hostility directed at me, specifically, which culminated in the withdrawal of security in my area of residence. view
  • 28 Apr 2011 in National Assembly: Mr. Speaker, Sir, as Chairman of the Committee that oversights this Ministry, I am aware of the very good work that is being done. However, I found it a bit disappointing that the usage of water from Masinga Dam is going into only Machakos and Embu counties. This dam also covers Embu County on the other side. I do not think there is much that is being done to alleviate the water shortage, particularly in Gachoka Constituency. Could the Minister, perhaps, give us a sense of what might be done in this respect? view
  • 14 Apr 2011 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for the answer. Indeed, I was to be part of the meeting this morning, where these critical issues were raised. People are not just a statistic. People come from families. Sometimes they are breadwinners and they are members of communities. So, when we have issues of death, I would hope that the Government would be seen to be acting because, if people lose faith in the Government, then you have a problem. Can I plead that the Ministries that are dealing with this issue, namely, the Ministry of Regional Development ... view
  • 14 Apr 2011 in National Assembly: Mr. Speaker, Sir, I stand guided. Can I ask the Assistant Minister to, as a matter of urgency, ensure that an inter-Ministerial meeting takes place, to which key leaders from around those dams are invited, so that we can find a permanent and sustainable solution to this problem? view
  • 14 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move:- THAT, this `House adopts the Report of the Departmental Committee on Lands and Natural Resources on alleged corruption in the Ministry of Water and Irrigation, and its agents (the National Water Conservation and Pipeline Corporation, and the TANATHI Water Services Board), laid on the Table of the House on Wednesday, 13th April, 2011. view
