  • 17 Jul 2019 in Senate: Bw. Spika “mzungumzishi”. Asante sana, Bw. Spika. view
  • 16 Jul 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. Under Standing Order No.47, the discretion to refer the matter to a Committee is yours, Sen. Malalah has already directed you to refer this matter to the Committee on Legal Affairs and Human Rights. view

  • 16 Jul 2019 in Senate: Mr. Deputy Speaker, Sir, this is a dicey matter. The fact that these companies are supporting AFC Leopards, which is my team and that of Sen. Sakaja, does not necessarily cure the problems that are created by these betting firms. However, it is a contradiction for the Government to license betting firms and then claim that they are not paying taxes. Third, the controversial Statute Law (Miscellaneous Amendments) Bill, 2019 that was in the National Assembly reduced the level of taxation of betting firms as opposed to increasing it. Therefore, when the national Government claims that there are unpaid taxes ... view
  • 16 Jul 2019 in Senate: says that he has sponsored sports, the gentleman who raised this issue in the House of Commons said that they are paying a small token vis-a-vis the money they are collecting. I am told that one company, which I will not name here, is giving away Kshs10 million a week. This means that they are paying Kshs40 million a month. Are they paying equivalent taxes to the Government of Kenya? Why did the Cabinet Secretary (CS) for Finance and National Treasury in exercising this discretion--- I hope that the Committee on Justice, Legal Affairs and Human Rights and the Committee ... view
  • 16 Jul 2019 in Senate: Lastly, Mr. Deputy Speaker, Sir. This same thing that happened in the sugar industry should not be visited on the betting firms. It means that these policies are based on competition amongst businesspeople who have strong influence against Government functionaries. view
  • 11 Jul 2019 in Senate: Thank you, Mr. Speaker, Sir. This is a very important issue. Sen. Fatuma Dullo was the chair of the ad hoc committee. I have the report. Sometimes I feel that we were afraid of the land grabbing issue which was very sensitive in order to bring the issues that concern prisons. Possibly, Sen. Dullo can move so that, that report can be adopted because we did a lot of work. We spent some time with very hardened criminals in Sweden and proposed reforms in borstal institutions including one in a place called Shikuza Prison in Kakamega which has 400 boys ... view
  • 11 Jul 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity. I thought that when people sit in the Speaker’s Gallery, they normally get personal recognition one by one and name by name. Since we are trying to train them what we do here, there is a lapse there. We should have recognized these important people whom we have fought for in making sure that there is a framework in county governments to ensure that their offices are well protected. Although the National Assembly has not agreed with the framework of the Bill, we urge them to continue working until that ... view
  • 11 Jul 2019 in Senate: On a point of order, Mr. Speaker, Sir. Yesterday Sen. Orengo mentioned his brother, Sen. Sakaja, the distinguished nephew of--- I did not understand the roles. view
