I was very specific; fait accompli means that we were given this formula with only one option according to them. If we want to amend it, then we must also have a basis for doing so. That is why I said fait accompli . We have very little information and we have been given a formula. That is the basis upon which I said they are treating us like a fait accompli . Madam Temporary Speaker, I want to go to a more substantive issue and that is why I said that the Commission on Revenue Allocation (CRA) must now ...

On a point of order, Madam Temporary Speaker. In the contribution by Sen. Murungi, he talked about the provisions of Article 216(2). But in the amendment that he has made, which he has proposed to be part of this Report, he did not include the things that the Commission on Revenue Allocation (CRA) did not do in Article 216(2), where we are talking about financing and management of resources by counties. Thank you, Madam Temporary Speaker.

Thank you, Mr. Speaker, Sir. Allow me to pass my condolences to the family of the late Hon. George Muchai, the bodyguards and the driver. On Saturday morning on my way to Makueni County, I happened to find this terrible incident at about 6 a.m. I was extremely shocked by the manner in which a Member of Parliament lost his life in one of the busiest streets in the City of Nairobi. It is also appalling that the persons who caused the death of this Member of Parliament managed to escape again through the streets of Nairobi to an unknown ...

Mr. Speaker, Sir, last week, you made an order that the Committee on Finance, Commerce and Budget, chaired by Sen. Billow, answers a question about the invasion of Jumbos otherwise known as elephants in the County of Makueni. We have a crisis. One person is dead and we are worried. The Statement is not listed and I thought that I should raise it.

Mr. Temporary Chairman, Sir, if I understood the spirit of this amendment sought by Sen. (Prof.) Lonyangapuo in so far as this is concerned, the purpose was to ensure that the persons who are recruited are not volunteers. Then the persons recruited will be trained by the National Police Service. The persons who will be recruited will also be given uniform and facilitated. Most importantly, these persons will be given a salary. Therefore, to insert a clause that they should be at least 30 years and not more than 60 years, this would be the first clause I have seen ...

Mr. Speaker, Sir, in fact, beyond Article 67, the NLC Act Sections 14(1), (2), (3), (4) and (5) are very clear. What the Committee needs to do is cite those recommendations; that if they have found that the title deed or the land was irregularly granted under Section 14(6) of the NLC Act, the NLC can move to revoke the title. It is straight forward.
