On a point of order, Mr. Speaker, Sir. Is the Chairman in order to mislead the House when the actual report from hon. Charity Ngilu reads that the Ministry intends to request the Cabinet to waive land charges, so that the remaining 1,716 beneficiaries can be issued with title deeds during the ongoing programme?

Mr. Speaker, Sir, I have not finished. Mr. Speaker, Sir, I want to thank the Chairman for this Report. The people of Masongaleni will be happy to know that the Cabinet is considering them for such waiver. But the Chairman has come up with another list which has about 400 people. Some people have been given 50 acres, some 100 acres and others 200 acres. I have even spoken to my colleague and uncle, Sen. Muthama, who appears on the list, and he says that he has not been given land in Masongaleni. I would like to request that this ...

Mr. Speaker, Sir, in fact, my good brother, Sen. Murkomen, should read the Statement from the Cabinet Secretary in charge. It reads:- “The Government purchased 30,000 acres to settle landless people from Makueni who had been removed from the forest at Kyulu Hills, because it has now become a water tower.” Mr. Speaker, Sir, the Chief Justice then, of course, could have afforded to buy a piece of land. Thank you, Mr. Deputy Speaker, Sir. I was a Member of this Committee and I must say that I have a great admiration for judges, because this was not an easy task that we were performing. But most importantly, I want to repeat what Sen. Murkomen and Sen. Wetangula have said; that the persons who are telling the public that we need a law on impeachment should read this very carefully, because the Constitution has provided clear parameters as to what we need to do when it comes to impeachment.

Mr. Speaker, Sir, I beg to support this Motion. However, I must say at the first instance that this is the most interesting proceeding that I have seen, where a lawyer representing a client, has sought leave to withdraw from proceedings affecting his client. So, since this is the first governor to be impeached twice and walk away from his fate, we might as well help him to walk away from his seat because he does not deserve to be a governor of any county in this Republic. Mr. Speaker, Sir, the point of clarification that I need to seek is this: The recent reports on Mombasa and the coastal area are generally very disturbing particularly on the issue of attacks in places of worship. Recently, we had persons who were arrested carrying bombs and other items that would otherwise harm the public. It is also in the public domain that in the raid of the mosque, over 200 people were arrested and they are facing court charges.
