Clause 4(e) talks about establishing linkages with international research agencies for the adoption of the best mung bean farming and processing practices. I have picked on this in particular because many of our farmers have been frustrated because no one has helped or linked them with international research agencies. This has led to farmers struggle on how they can produce and process their products. This Bill will help our farmers in different ways, improve their lives and also help them to create their own wealth. Madam Deputy Speaker, I rise pursuant to Standing Order No.48 (1) to seek a Statement from the Standing Committee on National Security, Defence and Foreign Relations regarding the alleged arson attack on the Garissa County Assembly Facilities. In the Statement, the Committee should- (1) State the cause of the huge fire that burnt down parts of the Garissa County Assembly Chambers and several offices on Thursday, 28th January, 2021. (2) Report on the extent of the damage and state whether there was any foul play behind the incident.

Madam Deputy Speaker, I want to thank you for this opportunity. I also congratulate Sen. Falhada Iman for coming up with this very important Statement. This exposes a very negative side of the Ministry of Health and how the staff treat our people at the hospitals. Madam Deputy Speaker, in many hospitals in many counties, people have suffered, especially now when COVID-19 is taking away many of our people. Nurses can even decide to just neglect people as well as doctors. As we cry as a country, we know that our frontline workers are already suffering in many ways. Thank you, Madam Deputy Speaker. I stand to support this very important Statement by Sen. Farhiya and also appreciate her for the effort. As I support this, we know that right now there are many Kenyans in ASAL areas who are already suffering because of hunger. They are losing their animals and have no one taking care of them. Any time when drought comes, we lose our livelihoods as she said, animals, human lives, crops and everything, and nobody cares. Every two or three years we have drought, and the Government always knows about it.

When this happens, our children who go to school and depend on the sales of the animals cannot go to school. It is something that needs to be given attention. I support the Statement and pray that the Government will have proper plans to mitigate, so that those who are in ASAL areas will not continue suffering, because they have done so for long.
