Thank you, Madam Temporary Speaker. I beg to support this Bill. I also congratulate Sen. Pareno for coming up with it. Madam Temporary Speaker, the Bible says, “My people perish due of lack of knowledge.” If we are not ready to pass on knowledge to empower others, then chances are that the people will not know what they are doing, and they will not be able to play their roles well. Therefore, what Sen. Pareno has done is to give guidance to the county assemblies so that one can clearly know what steps to take. Madam Temporary Speaker, as I ...

This gives a lot of confidence to the petitioner, because by the time you do the petition, some people are worried and do not know what will happen next. However, even if they make that mistake, they then know that the petition will not be thrown away as long as it meets the other requirements. As you go on, you realize that it is also forwarded to the speaker within time and the proper action is taken. Madam Temporary Speaker, what has also excited me is under Clause 5(4)(a), where it states:- “Notwithstanding sub-section (2), the relevant county assembly committee ...

Thank you, Mr. Temporary Speaker, Sir, for allowing me to join my honourable colleagues in sending my condolences to the people who were affected, on the behalf of Marsabit County and my own family. It is unfortunate that we lost 56 lives at once. The most unfortunate bit is that we did not only lose the grownups, but also young children; innocent lives. There was a time when we discussed about school going children who lost their lives and we were all very bitter. We were mourning together with the families. Today, again we are mourning together with our fellow ...

Mr. Temporary Speaker, Sir, on the same note, I want to send my condolences to the families of the two teachers who lost their lives yesterday to an AlShabaab attack. It is something that we also need to talk about. For the people who lost their lives and the ones undergoing treatment, I urge the Government and all of us to see how best we can support them. Yesterday, we were told the mortuary facility at Fort Ternan is overstretched because it can only accommodate 16 bodies. There are 56 bodies in that mortuary which poses a great challenge to ...

Thank you, Mr. Speaker, Sir. I stand to support this Motion on the Development and Implementation of a National Disaster Risk Financing Strategy. As many Members have already said, the KRCS is one organisation that has always been there for Kenyans. When any disaster happens in this country, the first organisation that comes into our mind is the KRCS. Even before it comes to our mind, they are the only ones we always find on the ground. Mr. Speaker, Sir, again, it is the only organisation that has no limit. I come from one of the remotest areas of this ...

Thank you, Madam Temporary Speaker, for allowing me to support this important Bill. I congratulate Sen. Cheruiyot for bringing this important and relevant Bill. We are all products of parents and we also have children, who will at one time take care of us. There is nothing else we can give to the elderly in our society, as a gift in our time today, than this Bill. Madam Temporary Speaker, looking at our society, Kenya is blessed because we have different generations. However, the challenges that the elderly people go through are so huge that sometimes when we visit the ...

Thank you, Madam Temporary Speaker, for allowing me to add my voice to this important Bill. I congratulate Sen. Cherargei for bringing this legislation to this august House. I support this Bill because where we are as a nation, we seriously need such Bills to safeguard the offices that we have. I have gone through it and seen that it has been well designed and the Bill takes care of both the people and also the Executive. I say this because when you are in an office and you are impeached, it does not mean that the people that have ...

Thank you, Mr. Temporary Speaker, Sir, for allowing me to add my voice to this important Motion on the establishment of youth polytechnics in our counties. I support the Motion and thank the sponsor because it touches on each one of us, as leaders. Again, we all know the dilemma that we are all in as a nation. We are proud to have many youth in our country, but, again, as leaders, we are saddened that a large number of them are unemployed. At the end of the day, they are frustrated because they have no hope for the future ...

Thank you, Mr. Speaker, Sir, for giving me this opportunity to echo this very important Statement and also congratulate Sen. Seneta for bringing it to the attention of this House. We are aware that the KMC exists to serve the entire nation and, especially, the pastoralist communities. Many Kenyans supply their livestock to KMC, but are left to suffer in silence. I know of someone who made supplies to a tune of Ksh200 million and has not been paid to date. There are many Kenyans who are suffering in the hands of the KMC. The Statement is coming to my ...
