17 Aug 2011 in National Assembly:
Mr. Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended by deleting Clause 31. The reason for this amendment is the concern that somebody may go against a provision in a written law to be able to investigate. Even if a court has made a ruling, then the Commission will be busy trying to go and undo what has already been done and decided by court.

11 Aug 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I must start by congratulating my colleague, hon. Mutula Kilonzo, for having thought that it is prudent and important to split the Kenya National Human Rights and Equality Commission, which has been in place since 27th August, 2010. From the outset, I would like to say that I second this Bill. I just want to point out a few issues. There is so much that is related to gender and equality in this policy and legislation under the new Constitution. I just want to mention a few of those aspects, as captured under the Chapter ...

10 Aug 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I want to start by congratulating the Minister for having thought it prudent to restructure the Kenya National Human Rights and Equality Commission as envisaged in Article 59 of the new Constitution. I have heard our colleague wonder whether what we are doing is unconstitutional. On 27th August, 2010, when the new Constitution was promulgated, the Kenya National Human Rights and Equality Commission automatically came into place. The National Gender Commission became unconstitutional at that time. So, from 27th August, 2010, what has been in operation is the Kenya National Human Rights and Equality Commission ...

2 Jun 2011 in National Assembly:

18 May 2011 in National Assembly:
Thank you very much, Mr. Deputy Speaker, Sir, for giving me this opportunity to also contribute to this Motion. I wish that the hon. Member who came up with this idea could have sat down with the implementing Ministries. The truth is that the Government already has a policy on older persons and it is implementing it. Unfortunately, the funds which are available are not enough to cover the whole country. The Kshs1,500 is not cast in stone but it is money which will be scaled up. We do appreciate that although the Kshs1,500 can help the elderly persons a ...
