  • 6 Apr 2017 in National Assembly: long that they are very confused and they think it is PhD. They have a problem to an extent that they have been literally killing each other and shooting each other unnecessarily with people who have been very supportive of them. I feel very sorry for what my brother underwent in Migori. As we go for recess, it is important for all of us to know that Kenyans will have to make a choice on who they want in the ballot come 8th August, so that people can go preach peace and stop misusing the youths. I am telling all ... view

  • 22 Feb 2017 in National Assembly: Hon. Speaker, I beg to reply. I want to start by thanking all my colleagues for their contribution on the Statute Law (Miscellaneous Amendments) (No. 2) Bill, 2016. I just want to reiterate the importance of the amendments contained in this Bill. They are intended to enhance the various Acts of Parliament that have been amended through this Bill. In looking at the dairy industry, the penalties that will be imposed will allow regulations on the standards and the manner of installation and operation of milk dispensers. This will enhance what is already in the Act. Concerning the issues of ... view
  • 22 Feb 2017 in National Assembly: We are happy about the National Employment Authority (NEA) Act where the Cabinet Secretary (CS) has tried to strengthen measures, so that migrant workers can be taken care of. The Government will now monitor the whereabouts of migrant workers to ensure that they are safe in whichever country they go. Hon. Speaker, with those few remarks, I beg to reply. view
  • 2 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also want to add my voice in supporting the Division of Revenue Bill, 2017. A lot has already been said but this is a very important Bill in the sense that it actually distributes money between the national Government and the county governments. We have seen a lot that has been done very well in some counties and badly in other counties. There is no need of pretending that most of the ... view

I believe that this decision from the national Government, the Ministry of Health in terms of using the funds which were supposed to be for free maternity, in my opinion, should have come a few years back. It has come now though, but it is welcome because this money is going to be more useful and it will be accounted for in a better way. We have heard governors complaining that at first they were not receiving the funds. The funds were being commingled. Once a mother has delivered a ... view
