Yes, we are devolved but it is the Government of Kenya which is a signatory to most of these agreements where health must be provided to Kenyans. I do believe that as we are auditing the funds at the county level, people should have auditors going to check whether those projects have been implemented. People will be shocked that most of the projects which are on paper are not there on the ground. We need to have mechanisms for making sure that money is properly accounted for. view
