A number of us observed that the welfare of Members should be a concern to us both when we are alive and when we are gone. I am saying this because there are quite a number of our former colleagues in this House who are going through a lot of difficulties and whose cases have been brought to this House. It appears that the action necessary by this House is taking a bit long. I have in mind the plight of hon. Otieno Mak’Onyango, the former MP for Alego-Usonga. Thank you, hon. Speaker. It is not just hon. Mak’ Onyango alone. The other day, I meet the hon. Kalulu, who was also an hon. Member of this House. I think this House must address itself to the plight of former hon. Members of this House. It looks bad when people who have served this country in the distinguished capacity to go through that kind of suffering and this House appears helpless to save them.

Temporary Deputy Speaker, most of the issues that I wanted to canvass have been canvassed; except to say that noting the mischief that sometimes goes on with the miscellaneous (amendments) bills, those of us who come from areas whose economy is predicated mainly on fishing, maybe, as we move forward, time has come when we must prepare comprehensive Acts to regulate fishing especially now that we are going into aqua-culture. Hon. Speaker, while I sincerely sympathize with the plight of the student, I am struggling from where I sit if this matter could not have been handled better and faster at the local level. I do not seem to understand how it is a national issue and whether the hon. Member ought not to have liaised with the MCA of the area to handle it with the County Education office. Speaker, while I would not want to go back to the Leader of Majority Party’s decision to withdraw the Order appearing at No.12, Procedural Motion, yesterday morning we were to debate the Report on San Marco Project in Malindi. This Report is a carryover from the last Parliament.
