  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 109 of the Bill be amended by deleting the word “Commissions” appearing in Subclause 3 and substituting therefor the word “Commission”. This is just a typographical error. The sentence should read: A member of the Commission or any officer designated by the “Commission” not “commissions”. So, it should be “Commission”. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I fully support this amendment, but I think as lawmakers we should be consistent. I have always advocated for regulations governing the laws that we make here to be brought to the House. Many times I have been pushed aside. Sometimes bad remarks are made that as an engineer, I should be concerned with carrying stones and not making laws. We should be consistent so that when we make laws--- These are the pitfalls that have been seen that somebody out there will make regulations that negate the spirit of the law and we have no ... view

  • 10 Aug 2011 in National Assembly: Mr. Speaker, Sir, on Thursday, 4th August, 2011, I sought a Ministerial Statement on a matter I thought was not only urgent but also of national importance. That is on the wrangles at the Interim Independent Electoral Commission (IIEC). The Leader of Government Business had assured us that the Statement would be brought to the House today. I have not heard of the Statement being brought and I was just wondering if you could so direct. view
  • 10 Aug 2011 in National Assembly: Mr. Speaker, Sir, this matter is extremely urgent, and that is the basis upon which the Leader of Government Business undertook to bring the Statement today. Surely, Wednesday is a long time to come. Most of the information we need should be sitting at the databank of the IIEC. view
  • 4 Aug 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for allowing me a chance to seek clarification. I sought this Ministerial Statement because of the concern that I had that this being the period for mock examinations, it does not augur well to have the head teachers out of school for about a week. I was also concerned about the fact that it is always held in Mombasa, which makes it unnecessarily expensive. Ways could be explored to make it cheaper. I appreciate what the Minister has said and I am generally satisfied, but as he rightly said, the only assurance that ... view
  • 4 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, could he assure the House that, he will try, in the spirit of devolution, to decentralize the conferences to make them cheaper? I want to point out that the Minister has said--- view
