  • 9 Oct 2012 in National Assembly: Madam Temporary Deputy Chairlady, let me also add my voice to commend the Committee for the good job they have done especially for introducing Part VII on registration of Kenyan citizens residing outside the country. I agree fully on the deletion of the other logistical considerations. view
  • 4 Oct 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think the one which is captured by the Committee is more elaborate because it talks about the print or electronic media. For the Minister, it just talks about the print media. So, I think we can go by the one of the Committee. view
  • 4 Oct 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, we have to go to the fundamentals. We know that the financial arena has its own rules of the game. Parliament cannot be the regulator. We already have the Central Bank of Kenya (CBK) as the regulator. We also know that by trying to control the deposits rates, we are not really trying to assist even the industry itself, just as we talked about the lending rates. There is also the other side of it. So, we cannot seem to be controlling an industry which has a regulator. Ours is really to appeal to the ... view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister has just said that one of the measures the Ministry is taking to improve security is to enhance patrol within the hot spot areas. The areas that are prone to cattle rustling are hot spots like in my constituncy which is Igembe North Constituency. One of the problems we face is that there is no transport for the police or Administration Police at all. Could the Minister investigate and find out what has happened to the vehicles that were supposed to be distributed to the hot spot areas because all those vehicles have ... view
  • 13 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, mine is on the CBK (Amendment) Bill. I will say that I want to be on record that I have supported that and I am sure even the Minister will, with the passage of time, realize that he could have caused a more lacuna than what we have now. view
  • 12 Sep 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for allowing me to continue with my contribution to the Central Bank of Kenya (Amendment) Bill. The House is already aware that the amendment to the Central Bank of Kenya Act was actually initiated by Parliament through the Finance Act of 2012. But there were no sufficient consultations and the affected entities were not involved. As a result, it has even affected the functionality of the Central Bank of Kenya (CBK). Mr. Deputy Speaker, Sir, the House is already aware that a number of amendments were made to the Finance Bill. They were making ... view
  • 12 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I was a member of that Committee on the Shilling depreciation and it is true we talked about a non- executive chair but we provided for a procedure where the appointment and the amendment of the CBK Act was to follow a due process but not to sneak it through a Finance Bill without discussion. view
  • 11 Sep 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir for giving me this opportunity to contribute to the Central Bank of Kenya (Amendment) Bill. Some sections of the Bill are okay. However, the Bill requires a number of amendments. The view
  • 4 Sep 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. We are discussing a report which has been tabled in Parliament. Which is the best way to handle it? Do we debate the report and mention areas of amendment, so that we can properly exhaust it? When we clear this one, I want to bring another amendment. The best thing is to let debate go on, on the report and then we identify areas which we should amend. view
  • 29 Aug 2012 in National Assembly: Mr. Speaker, Sir, I would wish that as the Prime Minister directs the Minister of State for Provincial Administration and Internal Security to give a report to this House, he also considers under what circumstances that exercise was carried view
