Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute and support this very important Bill. I would also like to congratulate the Mover, Dr. Khalwale. Mr. Temporary Deputy Speaker, Sir, in the financial arena, we have very many players in terms of those who are trying to attract people to save with them and those who are in the activity of lending money. Kenyans also seem to be very desperate, especially on issues where money is involved. If I may understand, a pyramid scheme is a scheme where the base is normally very heavy savings ...

yet we know that these terrorists attacks have not been in Kenya previously. What the family is asking is the Ministry’s preparedness now that this is a reality and we must face it. We are aware that even the Government has come in to assist in hospital bills of people who have been killed even on roads by known motorists who carelessly drive or in buildings that have collapsed because of carelessness. So what is the Ministry doing to ensure that these attacks by terrorists can be compensated considering that the Government has even shown signs of assisting other people ...

Mr. Speaker, Sir, the Assistant Minister says that the Government is not in a position to assist this case of terrorist attack. It is known very well that already Kenya is using billions of shillings in this war. This week, some Kenyans died in a road accident in Tanzania. The Government took its own helicopters to bring the victims to Kenyatta National Hospital (KNH). Mr. Speaker, Sir, this is a terrorist attack. What is the Government’s policy on this particular issue? This is Al Shabaab where the Government is in the forefront trying to arrest the situation. Why should they ...

Mr. Deputy Speaker, Sir, mine arises from the Assistant Minister’s frustration that it is the Treasury which is not releasing the money. We have heard that reason from various Ministries. So, can we get some guidance from the Chair as to how this issue is supposed to be handled? We, as Parliament, approved 50 per cent of all the Government’s expenditures. We expected some of that money would go to the education sector. What happens if the money is not reaching the intended Ministries? We passed the Budget here. So, how do we handle a situation where Ministries express frustration ...

Mr. Speaker, Sir, the Assistant Minister says that they are preparing for the relief food, but now the rains are just around the corner and some parts of this country have been drought-stricken such that there has been crop failure. What is the Assistant Minister doing to ensure that as we approach the planting season, they are also ready to give farmers some relief seeds?
