  • 4 Oct 2012 in National Assembly: Mr. Speaker, Sir, without anticipating debate, I am privy to what is written on the Order Paper and this could be a ploy by the Minister to buy time. These issues are very critical and they need to be explained before we go on recess, if at all we are to go on recess. I would have indulged him, but if only he did not have an Assistant Minister. I know he has an Assistant Minister and even though he had travelled, the Assistant Minister should have been in a position to answer the Question. Besides, the Question is very ... view
  • 3 Oct 2012 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether she is aware that 3000 acres of land in Bura prepared under the Economic Stimulus Programme have degenerated and also wasting away even after the Government spent enormous resources, view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, at least, you can confirm that the weekly roaster for ordinary Questions was circulated well in advance and the Ministers have no excuse. But I want to say that I have a Question on Thursday afternoon. So, it can only be deferred to next week Tuesday. But I want to bring to your attention that this Question was deferred again from last week. This is the second time it is appearing on the Order Paper. view
  • 3 Oct 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This House gives privilege to novice Members when they are first elected so that their maiden speech is not interrupted. Probably you could give such guidance so that Ministers who are giving maiden answers should not be interrogated and that you protect hon. Ababu from further interrogation. view
  • 2 Oct 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Mine is to remind you on the guidance or ruling in terms of what we had sought in June with regard to Question Time which now seems to be extended to Statements. More specifically, if at the end of the Order Paper, the Statements which are due for the day can be printed so that Ministers can keep track on them because it seems as if they are losing track when they are supposed to respond to the Statements, maybe this could help resolve the impasse that is created by the backlog ... view
  • 27 Sep 2012 in National Assembly: Mr. Speaker, Sir, I seek your indulgence. I do not have my card. I am still searching for it. Mr. Speaker, Sir, there was a petition that was presented by people of Lamu about three months ago. About a month ago, the Committee requested for one more week to conclude the petition. However, the Committee on Lands and Natural Resources is yet to table its report. I think the time that was requested has lapsed. I seek your guidance as to how we can proceed. Thank you. view
  • 27 Sep 2012 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Water and Irrigation the following Question by Private Notice. (a) Is the Minister aware that farmers in Bura Irrigation Scheme are at the brink of a major loss following failure by the National Irrigation Board (NIB) to supply water to the farms? (b) What occasioned the failure and what acreage of crops is affected? (c) What urgent measures will the Minister take to restore water supply to the farms to avoid crop failure in the scheme? view
  • 27 Sep 2012 in National Assembly: Mr. Speaker, Sir, this seems to be the same answer that the Minister gave last week. Because she did not have the benefit of visiting Bura Constituency, I want to confirm to the House that even as early as this morning, I spoke to the Chairman of the farmers’ association and the problem still persists. In case, there is crop failure because of inadequate supply of water, will the Government compensate the farmers and if so, when? view
