Mr. Deputy Speaker, Sir, part of my queries have been covered by hon. Ethuro. Are there different standards of court orders? Why would the police be so eager to enforce court orders for evictions, but when the poor peasants get a court order restraining the police from evictions, then the Assistant Minister says that the court orders are from River Road?

Mr. Deputy Speaker, Sir, I wish to thank the Assistant Minister for having struggled since yesterday to provide an adequate answer. However, the answer given is not adequate. Mr. Deputy Speaker, Sir, indeed, there was invalidity of accounts as stated by the Assistant Minister. This was in March, this year. The correct accounts were submitted to the Ministry of Education in June. Six months down the line the teacher in Malka Mansa has not received one year’s salary and does not have instruction material for one complete year. Mr. Deputy Speaker, Sir, I wish the money that the Assistant Minister says has been sent has actually been sent. This is because Kenyans are connected all over. A half an hour ago, I received a text message - the account was checked – stating that there was no coin in the account. More importantly, the money he says they have sent is for the Financial Year 2010/2011. That is from June, this year. On a point of order, Mr. Temporary Deputy Speaker, Sir. You heard the Assistant Minister very clearly. He says, “I claimed.” These are not claims; they are things which are recorded on HANSARD. Could he withdraw the word “claim”? I am not claiming; these are facts. The Speaker gave the ruling last week to the effect that the Minister had to give a Ministerial Statement yesterday.
