  • 14 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, as the Assistant Minister has confirmed, this is about teachers who have not earned salary for the last one year. I have no problem if this issue can be addressed adequately tomorrow in the afternoon. view
  • 14 Dec 2010 in National Assembly: Madam Temporary Deputy Speaker, I rise to second this Motion. From the outset, I would like to bring to the attention of the House that through our oversight role as Parliament, this is one of the reports that this House should take very seriously. This is because the audited accounts of a whole financial year for the Government performance is being reported to this House. If there are any allegations of funds being channeled towards the wrong direction, misappropriation and monies that were not utilised in the right way, this House has to take it very seriously and follow it ... view
  • 9 Dec 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. The Assistant Minister alleges that if the court order was served to the police, then the Member could not have been having a copy. There are times when you can make three or four copies of the original. view

The Minister, in her answer, said that the Ministry has interrupted the construction of dispensaries and health centres in order to leverage funds from the CDF. She clearly knows that the Central Government cannot abrogate its role on development. The CDF is there to supplement. Why does she want us to believe that the CDF is there, to substitute Government development projects? view
  • 8 Dec 2010 in National Assembly: Mr. Speaker, Sir, this House can recall that we passed the budget and in that budget was Kshs5 million per constituency for health centre improvement towards the Economic Stimulus for this financial year. Could the Minister inform this House what is the progress as per the implementation of these projects countrywide? view
  • 2 Dec 2010 in National Assembly: asked the Minister of State for Planning, National Development and Vision 2030 view
  • 2 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, the delay in these payments has raised a lot of suspicion and we even doubt whether the Kenya Police Reservists will be paid their dues fully because the money is not being sent to any account. Since the money will be paid from the district treasury, could the Assistant Minister make public how much is due to each individual for the services that they rendered? view
  • 25 Nov 2010 in National Assembly: Thank you, Mr. Speaker, Sir. I will abide by your guidance. While I laud your ruling, but I think it would be worthwhile to note that Dr. Khalwale in requesting for your guidance on the issue of delimitation of boundaries, seems to have read the Constitution selectively. While the Deputy Leader of Government Business responds to the urgency, and we all as Kenyans know the urgency of the Independent Interim Boundaries Review Commission and the gazettment of the constituencies in earnest is required, but I think it would be worthwhile to inform Kenyans that all is not lost. Mr. Speaker, ... view
