Mr. Deputy Speaker, Sir. I think this will give us a serious hitch when it comes to policy matters, because this Act was not solely made by the Minister; it was made by this House. What is being maintained is the account. The Minister is just supposed to authorize the list of the banks and that is why you have an annexure there. Mr. Speaker, Sir, I beg to support this amendment for the same reason that those who support and oppose have given. Those who are opposing it are saying that land is very emotive and sensitive. I would like to ask: Is it logical that you would want to take something so dear to the people to a centre far away? I thought that way, you would be bringing accountability near to them. Mr. Temporary Deputy Speaker, Sir, the purpose of this amendment was to anchor the Constituencies Development Fund (CDF) in the constitution since it is a Fund that has inspired so much hope in Kenyans. However, reading the mood of the House, it is only through a miracle that we could pass this amendment â miracles are known to happen at night, but we have not gotten there. So, in that light, I wish to withdraw this amendment.

Mr. Temporary Deputy Speaker, Sir, this particular amendment was to increase by one more half the Equalisation Fund that has been put as one half in the Proposed Draft Constitution. However, in the same words I expressed myself earlier, I wish to humbly withdraw the amendment.

Madam Temporary Deputy Speaker, I would want to ask whether independence can have a limit. If you have not sought a limit of time within which one can contest within the political party he has registered, independence can even be for 24 hours.

On a point of order, Mr. Deputy Speaker, Sir. Since the extension sought is meant to allow us to finish the business on the Order Paper today, would I be in order to request that you call the House to vote on this matter rather than extend debate on it?

On a point of order, Mr. Deputy Speaker, Sir. I stand guided by your ruling, but I am a bit confused as to which section of this Article we are amending. If you go to the amendment proposed by Maj-Gen. Nkaisserry, it says at the end: âSubject to the amendment of Article 24â and then goes ahead and says (a). In Article 24, there are several (as); there is (a) in Part 1, Part 3 and Part 5. Which (a) are we amending? I stand guided because it is not on the Order Paper.
