  • 11 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, the question I asked is whether consultations were done, not now but before the planning was made. The Minister is telling us that consultations were done, but they did not bear fruits. If that is the case, there was no business of having a Budget line for an issue they had not concluded. view
  • 10 Mar 2010 in National Assembly: Mr. Speaker, Sir, in the Prime Minister’s response, he has admitted that the fight against corruption in the Grand Coalition is tumultuous because the Grand Coalition Government was formed by different parties that have different manifestoes. It could be the reason why there have been contradictory statements with the President in public. But the information to this House was that the parties were, sort of, harmonizing their manifestoes. Could the Prime Minister tell us how far they have gone in harmonizing the manifestos of the different parties that formed the Grand Coalition Government? view
  • 9 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, while I thank the Government for the stimulus programme that has seen Bura and Hola irrigation schemes come to their feet, there is over 5,000 acres of land in Bura and Hola irrigation schemes which are currently under cultivation by the Ministry of Youth Affairs and Sports. There is an understanding between the Ministry of Agriculture, the Ministry of Youth Affairs and Sports and the Ministry of Water and Irrigation. Since the poor farmers were given irrigation land in Bura and Hola way back in 1970s, they have reproduced and there are so many kids who ... view
  • 10 Dec 2009 in National Assembly: It will be noted that most of the roads in arid and semi arid areas of this country are under police. Since every four kilometers checks seem to be a nuisance by the police; could the Assistant Minister consider re-deploying these officers and their road blocks to far flung villages so that they reduce cattle rustling in those areas? view
  • 9 Dec 2009 in National Assembly: Mr. Speaker, Sir, since the Ministry of Public Health is supposed to attach more importance to preventive healthcare rather than curative healthcare and since the affected areas or the high risk populations are said to be in the north in the Arid and Semi-Arid Lands (ASALS) zones; and since these people use water for consumption from dams as well as for their livestock, does the Ministry have the capacity, in terms of personnel and lab testing, for the officers in the field to continue doing lab analysis of the water that is used for consumption by these people? view
  • 12 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, since the Minister confirmed that his Ministry attaches so much importance to leather, recently the Minister for Livestock Development carried so many animals to Nairobi and in the process some died due to poor body condition. Could he tell the House if hides were realized? If any, what was the tonnage? view
  • 12 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, could the Minister tell us how much money was realised from the sale of the so-called non-strategic houses in Nairobi? Could he also tell us how affordable and adequate are the houses they want to construct for the civil servants? view
  • 11 Nov 2009 in National Assembly: Thank you, Mr. Speaker, Sir. I seek your indulgence. view
  • 11 Nov 2009 in National Assembly: There is so much pessimism as to whether there will be a consensus in Copenhagen on the 15th. Could the Prime Minister clarify how much lobbying this country or the larger African continent has done to ensure that a consensus is reached to benefit the African continent which suffers most? view
  • 16 Sep 2009 in National Assembly: Mr. Speaker, Sir, while appreciating the efforts by the Minister to cushion farmers, it is understood that the off-take programme is taking place when the farmers deliver the animals to KMC. Could the Minister consider the request by many Members of Parliament; that you do the actual purchasing from the ground rather than purchasing when delivered? view
