Is the Assistant Minister in order to mislead the House that the request by the Teachers Service Commission (TSC) for the contract teachers to be taken on a permanent basis is being considered by the Departmental Committee on Education, Research and Technology when he is aware that yesterday we passed the Budget Committee Report? With due respect to your ruling, I have the feeling that you may be blowing so much air into the head of the Executive for them to disregard the resolution of the Budget Committee. This is because the Constitution clearly says that the recommendations of the Budget Committee shall be considered. That being the case, we have given no room for them to disregard. Whether the Finance Bill will come or not, that is the spirit in which the Assistant Minister for Education should have answered this Question. view
